Under general supervision of the Transportation Services (TS) Senior Transportation Planner, the Traffic and Projects Analyst will participate in the development of complex analysis of business processes and systems to optimize workflow, meet business needs and coordinate a broad variety of research and analysis related to transportation planning. Plan, manage and assist with implementation of campus transportation plans, such as for traffic signals, parking plans, the Sustainable Transportation Plan and the Active Transportation Plan. Independently coordinate with and collaborate with other Transportation units in gathering and vetting data and information for inclusion in various department plans and reports.
The Traffic and Projects Analyst will participate in developing programs and will be responsible for coordinating the implementation of various plans with the operational units within the department. Perform extensive outreach activities with internal and external customers such as on-campus outreach to numerous stakeholders and departmental partners. Conduct various studies, surveys, and field reviews in support of Transportation Services and Resource Management & Planning (RMP). Perform a wide range of transportation planning duties in support of parking, guidance systems, wayfinding, bicycle, pedestrian, TDM, and sustainable transportation programs, while focusing on today's transportation issues. The position provides exposure to all facets of transportation planning, including: parking and traffic monitoring; transit surveys and studies; vanpool, carpool, bicycle and pedestrian planning; and development impacts. Supervise and coordinate the work of the survey staff.
The Traffic and Projects Analyst will use skills as a seasoned, experienced professional with a full understanding of analytical practices, policies and procedures. Research, analyze and develop solutions to a wide range of issues. Demonstrate good judgment in selecting methods and techniques for obtaining solutions. Primarily deals with policies, programs and proposals which are complex in nature and diverse in scope. Develop new programs, policies or procedures for possible implementation.

Bachelor's degree in related area; and/or an equivalent combination of experience and/or training.
Experience with and an understanding of transit, traffic and parking data collection and parking guidance system programs, including camera-based, inductive-loop, related detector and adaptive technologies.
Working knowledge to research, analyze and coordinate traffic signal, traffic guidance and signage implementations and maintenance, including camera-based, inductive-loop, detector systems, and adaptive priority traffic signals.
Solid policy analysis techniques. Experience with traffic and parking counting methodologies and technologies.
Proven experience with and an understanding of sustainable transportation, commute, and mobility modes.
Thorough knowledge of bicycle and pedestrian planning, including knowledge of laws and policies related to bicycling and pedestrian issues.
Solid supervisory skills with ability to motivate staff and create a positive team oriented work environment. Ability to train, supervise, delegate, monitor and evaluate staff performance. Ability to manage and supervise staff in a busy, multi-shift, customer service and cash handling operation.
Experience directing groups of people, delegating work, supervising and providing a work environment conducive to the motivation of subordinates and service provision to customers.
Strong skills in analyzing, researching and synthesizing large amounts of data for preparing sound and relevant proposals and analyses. Ability to plan, organize, and coordinate research surveys and field surveys. Skill in conducting research, gathering data, performing data analysis on sets of data, and developing reports. This includes constructing tables, charts and graphs from compiled data
Proficient skill in operating a Personal Computer utilizing programs such as: Windows XP, Word for Windows, Excel, Access, and other network programs such as electronic mail and electronic calendar.
Excellent skill and ability to understand the use of relational databases to facilitate working with Information Systems personnel to identify application needs. Experience in the use of a network and automated customer database. Skill in database management.
Strong analytical and problem-solving skills. Proven ability to multi-task with demanding timeframes. Strong organizational and time management skills. Ability to work independently and effectively with conflicting demands, changing priorities and heavy workloads to establish priorities and accomplish departmental goals and objectives.
Effective communication and interpersonal skills to communicate effectively, both verbally and in writing. Proven written communication skills to prepare concise, logical, grammatically correct analytical reports, correspondence, operating procedures and job descriptions.
Proven ability to establish cooperative working relationships with internal and external customers/contacts at all levels including medical center administration, campus departments, student organizations, community representatives, front line customer service staff, management staff, and vendors.
Background and DMV checks and clearances required prior to employment.
Must possess and maintain a valid California Driver License with ability to operate university vehicles. May be required to participate in DMV Pull Notice Program.
