The UCSD Department of Psychiatry is contracted to provide Transitional Case Management Program (TCMP) services for the California Department of Corrections and Rehabilitation’s (CDCR). TCMP services are provided for eligible inmates and parolees under the jurisdiction of CDCR and the State Department of Mental Health.

Under general supervision, the incumbent will work full time (M-F, 8 hours per day) at TCMP Headquarters in San Diego as a TCMP Benefit Worker Community Resource Specialist (BW CRS) providing post release Transitional Case Management Services and outreach to parolees. The BW CRS will provide post release benefit application assistance for parolees. The BW CRS will operate a Toll-free TCMP Help Line in order to respond to questions from parolees, and the designated Agent of Record (AOR) or Unit Supervisor (US) regarding benefit applications to assist in verifying the status of California State sponsored benefits for up to sixty (60) days post-release. Will assist the parolee with any benefits related action items. The BW CRS will perform post release case management duties to include contacting the designated Agent of Record (AOR) or Unit Supervisor (US) within thirty (30) days post-release. Actively follow up on all pending benefit outcomes. If a benefits application was not completed pre-release, BW CRS will assist with the benefit application process up to sixty (60) days post-release.

Perform other duties as assigned by BW Supervisor.


  • Bachelor's degree in Clinical Social Work or related field and clinical and social services case management experience.

  • Must possess a valid California Driver's License and acceptable driving record. Must be eligible for clearance to visit and work inside CDCR facilities.

  • Experience in professional case management and/or work effectively, both independently and in a team environment, to follow through with superior attention to detail and to complete tasks in a timely manner by a specific deadline.

  • Experience in writing concise, factual notes, case summaries, coherent and timely reports.

  • Knowledge of federal, state and local laws.

  • Ability to maintain professional boundaries, to use professional judgment to interpret, and clarify in a stressful working environment.

  • Demonstrated accountability and excellent organizational skills to prioritize workload to promptly meet deadlines.

  • Strong ability to maintain strict confidentiality and use professional judgment when reporting information to clients, other professionals, and family members.

  • Proven ability to use computer information systems and solid computer literacy skills. Knowledge and experience in utilizing MS Office Suite to formulate documents, email for communication with other professionals, knowledge of internet to access resources as needed for client care and own professional development.

  • Experience working with community mental health resources, other mental health/recovery professionals, correctional and parole officers on behalf of clients.


  • Master's Degree in Social Work, Psychology, or related field; and knowledge and abilities essential to the successful performance of the duties assigned to the position.
  • Prior experience in professional case management and working with parolees.
  • Knowledge and experience working with services in San Diego, Los Angeles, Riverside, San Bernardino and Orange County on behalf of clients.
  • Experience working with the CDCR databases including BASS, PATS, CERNER, SOMS, etc.


  • Employment is subject to a criminal background check.
  • Must be cleared to work in CDCR facilities.
  • TB screening test required annually.
