The Strategic Sourcing Analyst develops strategies that result in best-in-class strategic sourcing practices and supplier relationships. Identifies projects to apply sourcing and purchasing / procurement methodology to leverage annual purchase volume and rationalize supplier base to ensure benefits / savings to the University. Partners with internal clients and stakeholders to identify sourcing needs; conduct buyer / market profiles; share marketplace trends; develop sourcing strategies; share best practices and define acceptable service levels.

Uses skills as an experienced strategic sourcing professional. Serves as an integral member of the Supply Chain Services team providing technical expertise, sourcing strategy, and leadership on diverse and complex sourcing assignments, requiring strong analytical skills necessary to compare and contrast purchasing options. Possesses sourcing skills and experience in academic health care, preferably with a focus in supplies, devices, implants, and technology typically utilized in the Perioperative and procedural service lines.

This role requires an individual with very strong analytical, communication, and project management skills to support the organization’s high-profile procurement opportunities. The Senior Commodity Manager serves as a prominent voice in managing relationships with suppliers, in communications with internal stakeholders, in transacting with strategic partners, in quantifiable goals setting and tracking, and in the planning, decision-making, and execution of the organization’s sourcing plans.

Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Identifies risks and responds accordingly. Regularly works on highly complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Types of analysis and reporting include, but are not limited to, market and competitor analysis, spend analysis, profitability analysis, variation reporting, and ROI analysis. This position uses, supports and maintains key strategic and financial data sources including contract databases, ERP databases, and spend benchmark databases.

Key Responsibilities:

  • Acquire and demonstrate profound category expertise with an entrepreneurial mindset and creative approach. Support clinical and operational decision-making by offering procurement expertise and strategic consulting to business unit leaders.
  • Identify emerging business models and sourcing opportunities by leveraging knowledge and optimizing forecasted shifts in supply market and industry trends. Develop new sources to address supply base inadequacies and resolve supplier performance issues.
  • Plan, schedule, and manage category strategies designed to anticipate health system requirements and achieve maximum life-cycle values.
  • Determine sourcing methodology considering spend analysis, supplier stratification, and industry research. Work in conjunction with end-users to develop specifications, conduct sourcing events, evaluate proposals and vendor capabilities, and select supplier.
  • Oversee sourcing contracts, ensuring terms and conditions have favorable pricing, terms, et cetera. Lead the strategic sourcing team through all aspects of the RFI/RFQ/RFP development process, including market research, proposal/quote evaluation, negotiating, execution and implementation of contracts for assigned areas of spends. Applies negotiation skills to persuade, influence and explore positions and alternatives to reach outcomes that will gain acceptance and commitment of all parties and will also mean the organization's strategic procurement objectives.
  • Ensures controls to assure sound financial management, produce best-in-class supplier contracts develop, negotiate and execute contracts, utilizing both custom and standard terms and conditions, to accomplish the business objectives. Implement agreements, manage demand against agreements, make recommendations regarding new supply sources, and champion use of a diverse supply base.
  • Identify internal and external risk that may impact the work of UC Health Sourcing and the University. Develop and execute appropriate mitigation strategies to minimize risks becoming issues.
  • Interpret health system policies and procedures and counsel internal business unit leaders regarding procurement processes. Regularly communicate and lead meetings with organization's customers, reduce risk to the organization by ensuring departmental compliance with procurement policy.
  • Perform ethical procurement practices of contracted goods and services which includes compliance with corporate and departmental policies and procedures as well as federal, state and local regulations.


  • Bachelor's degree in business, healthcare administration or related area, and / or equivalent combination of experience / training.

  • Five (5+) or more years of relative experience.

  • Experience and proven knowledge of the purchasing function.

  • Must have In-depth knowledge of strategic sourcing policies, practices and systems.

  • Advanced ability to independently gather, organize, and perform financial analysis assignments.

  • Advanced listening and communication skills, including the ability to present information in a clear and concise manner verbally and in writing.

  • Requires advanced organizational, meeting facilitation, and decision-making skills.

Pay Transparency Act Full Salary Range: $78,900 - $179,900 Annually

The University of California, San Diego is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is defined as the Full Pay Range. The budgeted salary or hourly range that the University reasonably expects to pay for this position defined as the Expected Pay Scale. Placement within the Expected Pay Scale is determined by internal equity, relevant qualifications, and collective bargaining agreements (when applicable).
