This position will work a hybrid schedule which includes a combination of working both onsite at Hillcrest and remote.

The HIV Neurobehavioral Research Program (HNRP) - Center for Medicinal Cannabis Research (CMCR) is housed within the Department of Psychiatry and serves as the umbrella organization that provides broad scientific and programmatic leadership for multi-disciplinary research programs related to the neurologic, neurocognitive, and psychiatric impact of HIV/AIDS and medicinal cannabis. As part of its leadership role, the HNRP-CMCR stimulates and helps coordinate interdisciplinary collaborative research at the local, regional, national, and international levels, and also serves as a resource for consultation, training and career development for investigators working in HIV/AIDS, medicinal cannabis and mental health.
Under direction, the incumbent will work as the Sr. Business/Administrative Officer of the HNRP-CMCR which coordinates 6 major projects of research and more than 40 affiliated research projects within the Department of Psychiatry. Responsibilities include managing, planning, directing, advising and administering the comprehensive and complex fiscal and administrative operations of HNRP-CMCR. The incumbent will actively collaborate with the HNRP-CMCR's Program Director and faculty in the development of long-range plans for fulfillment of the division’s educational, research and service mission. Independently anticipate potential problems in all areas affecting the administrative operations of the division. Exercise substantial innovation in solving or in proposing a variety of solutions to these problems. Formulate, propose and implement business and management goals, policies and procedures to meet Health Sciences (HS), Department, HNRP-CMCR and Faculty objectives. Plan strategically to ensure that both short- and long-term goals are being met. Provides analysis for highly complex budgetary funding, financial and resource projects. Provide innovative resolution of problems due to continually changing programs and unpredictable fund sources. Ensure departmental access to all necessary computerized information systems, such as the campus UCPATH, ORACLE, and CONCUR systems. Advise Faculty and supervisory staff regarding hiring, evaluations and resolution of disciplinary problems and performing continuing analysis of long- and short-term space usage. Additional responsibilities include continuous analysis, evaluation and realignment of operations for maximum effectiveness and efficiency, ensuring continuous quality improvement and participating in the preparation and implementation of long-range development plans for building modifications or new building construction to assure that program goals and fiscal restrictions are met. Assist with other project and miscellaneous tasks as required.
MINIMUM QUALIFICATIONS
Nine years of related experience, education/training, OR a Bachelor’s degree in related area plus five years of related experience/training.
Advanced knowledge of University rules and regulations, processes, protocols and procedures for budget, accounting and fund management, and / or personnel management.
Advanced interpersonal skills including verbal and written communication, active listening, critical thinking, persuasiveness, advising and counseling skills.
Advanced knowledge of a variety of administrative operational activities such as event planning, basic fundraising processes, risk management planning, website design, accounting and payroll, and contracts and grants regulations and guidelines.
Advanced knowledge of common University-specific computer application programs.
Ability to use discretion and maintain confidentiality.
Advanced skills in short- and long-term strategic planning, analysis, problem-solving and customer service.
Advanced knowledge of financial analysis and reporting techniques, and / or human resources policies and procedures for staff and academic employees.
Advanced ability to interact with diverse groups of people, within and without the department. Interpersonal skills including tact, good judgment, diplomacy and flexibility in relating to diverse scientific research staff, faculty, staff personnel and external contacts.
Advanced knowledge preparing detailed proposal budgets in accordance with established costing principals. Skill in preparing balance and forecast statements.
Proven ability to work in an environment with changing priorities and frequent interruptions.Ability to work independently, determine priorities, and be strongly self-motivated.
Advanced demonstrated supervisory skills. Ability to determine departments needs and direct workflow. Ability to counsel department supervisors on personnel rules and regulations governing department employees. Ability to determine training requirements, encourage employee development, reward and discipline employees and adjust their grievances.
Proven ability to anticipate problems in work assignment areas and identify appropriate solutions. Ability to organize and prioritize job functions to meet deadlines and ensure smooth work flow.
Advanced managerial skills including conceptual ability, data analysis, data gathering, decision making, problem solving. Ability to determine PI and department priorities and respond quickly to diverse situations and personalities
Advanced skill in fiscal planning and management. Ability to analyze spending patterns and develop sound budget projections.
Thorough knowledge and ability to oversee research programs and contracts and grants activity for department.
Thorough knowledge of the policies and procedures of many outside granting agencies, especially those in the Federal government.
Extensive knowledge in applying management principles, practices, and techniques to administer a multi-disciplined research program with multi-institutional consortium agreements.
Thorough knowledge of and understanding of research protocols of HIV Program.

SPECIAL CONDITIONS
Employment is subject to a criminal background check.
Must be able to work overtime in the evenings or weekends as needed.

Pay Transparency Act
Annual Full Pay Range: $85,400 - $156,800 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $40.90 - $75.10
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
