DESCRIPTION
DEPARTMENT OVERVIEW:
The mission of the The Halicioglu Data Science Institute (HDSI) is to lay the groundwork for the scientific foundations of the emerging discipline of data science, develop new methods and infrastructure, and train students, faculty and industry partners to use data science in ways that will allow them to solve some of the world’s most pressing problems. HDSI has been established as an independent and innovative academic unit that works collaboratively with schools, divisions, departments, centers, students and faculty across multiple disciplines throughout the entire campus.
POSITION OVERVIEW:
The Senior Research Administrator is responsible for independently managing a portfolio of various types (detailed below) of Federal, State, and various non-federal or state sponsors (e.g. industry, private industry, donors, etc.). The position serves as a strategic partner with Principal Investigators due to complex and unique issues of proposals/awards.
The numerous and varied agencies include, but are not limited to: NIH, DOD, NSF, DOE, private foundations, state and county agencies, and private funding. This requires a breadth and depth of experience in sponsored project administration across the full lifecycle of the award, as well as an understanding of the unique requirements for training grants and fellowships. The incumbent will be the subject matter expert in all areas of sponsored project administration and is responsible for the analysis of the pre-award proposal and management of the post-award administration for portfolios.
The Senior Research Administrator will collaborate as a strategic partner with faculty to provide project and proposal management, financial analysis, budget preparation, cost estimates, interim financial reports, and other financial-related matters that are embedded within the pre-award process related to training and fellowship programs. The incumbent will ensure resources and financial impact are understood for the most complex proposals within HDSI, such as training grants, large-scale cooperative agreements, program project grants, and other complex and multifaceted proposals. This requires an intermediate knowledge of project management, along with an expert level of grants and research administration experience, as well as financial management and analysis. The incumbent will identify risks, respond accordingly and provide priority setting and workflow analysis.
Additionally, the incumbent will provide expert fiscal management for a full range of sponsored projects, core, operating, and other restricted funds including large, complex contracts, industry service agreements, grants, cooperatives agreements, business agreements, gift funds proposals, training grants, and educational programs. This position serves as the liaison between OCGA, SPF, General Accounting, AMAS, and other central offices. The incumbent may participate in organizational committees for research administration.
The Senior Research Administrator will lead the development, training, and implementation of complex financial reporting and analysis of revenue and expenditures. They will maintain internal controls and quality control for processes that allow for compliance and meet regulatory requirements of UC, UCOP, and the sponsors. The incumbent will need to understand and interpret large sets of data to provide guidance around business decisions for the Institute and faculty, and will be the primary communication support for research-related policy and procedure, directly with faculty and department staff. They will serve as the escalation point of contact for junior research administrator staff function with a high degree of autonomy and perform other duties as assigned.

QUALIFICATIONS
Bachelor's degree in related area and / or equivalent experience / training.
Extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment. Experience with all types of award mechanisms, including grants, contracts, subcontracts, and cooperative agreements.
Ability to perform highly complex financial analysis and customized reporting. Ability to manage high volume and complex transactions.
Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
Extensive work experience on setting up and managing awards released by funding institutions, providing the steps necessary for funding changes, cost transfers (as needed) and reviewing the spending trend. Extensive work experiences in working independently to assess complex grant, contract and subcontract transactions where analysis requires an in-depth evaluation of variable factors.
Advanced knowledge and extensive work experience in working through complex submissions and partners with Principal Investigators (PIs) to ensure the success of their portfolio, authorizing establishment of complex contract and grant fund accounts with approval of other analysts, director or other authorized institutional official, dealing with unique issues and problems without precedent or structure.
SPECIAL CONDITIONS

Must be able to work overtime, evenings, and weekends based on business needs.

Pay Transparency Act
Annual Full Pay Range: $85,400 - $156,800 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $40.90 - $75.10
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
