Housed under the Altman Clinical and Translational Research Institute, the mission of UC San Diego’s Center for Community Health (CCH) is to improve community health outcomes and eliminate health inequities via interdisciplinary public health practice, research, education, and policy. CCH goals include: Support the development of a sustainable health equity improvement model; increase support for health equity research and initiatives; facilitate access to and utilization of health equity data to inform community-based participatory research projects; and enhance community capacity to improve health equity.
The San Diego County Childhood Obesity Initiative (COI) is a public-private partnership with the mission of reducing and preventing childhood obesity through policy, systems, and environmental change. The COI is facilitated by UC San Diego Center for Community Health and funded by the County of San Diego Health and Human Services Agency (HHSA). Based within the Altman Clinical & Translational Research Institute, CCH engages institutional resources across the UCSD Health Sciences (Medicine, Public Health, and Pharmacy) and the entire campus with Graduate and Undergraduate students.
As the lead for the San Diego County Childhood Obesity Initiative (COI), the incumbent manages the daily operations of the COI, a public/private partnership overseen by CCH whose mission is to reduce and prevent childhood obesity in San Diego County through policy, systems, and environmental change. The COI is committed to addressing health and racial equity by addressing social determinants of health and by applying a collective impact framework to facilitate partnerships that effectively engage diverse stakeholders.
Under the direction of the Executive Director (ED), the incumbent has broad and independent responsibilities for planning and managing administrative and programmatic operations as well as fiscal oversight of the COI. The incumbent provides management and oversight of CCH's collective impact work that support the countywide Childhood Obesity Action Plan (COAP) goals and strategies. This position requires an experienced, hands-on and collaborative leader who can work as a team member to set and realize goals with diverse stakeholders including healthcare providers, school staff, researchers, community-based organizations, resident leaders and funding agencies The incumbent develops the strategic framework for the COI action plan spanning the San Diego region and provides a supportive environment for staff to implement the work plan as well as community and research programs. The incumbent is in charge of managing the budget, establishing subcontracts and affiliation agreements, and providing human resource support as it relates to staff recruitment, promotion, and grant-writing.
The incumbent will convene and facilitate the COI’s councils and workgroups, including its Leadership Council and domain-specific work-groups: Media, Early Childhood, Schools and After-school, Community, Government, Healthcare, and Business. This position will provide strategic leadership and guidance for increasing cross-domain collaboration and further building the capacity of COI members to advance the work of their respective domains. The incumbent will also support capacity-building for community leaders to effectively participate as COI members in areas such as strategic planning and advocacy.
Additional Responsibilities include: ensures the smooth and efficient operation of a small team performing a complex series of interrelated functions with significant operational ramifications; manages long range planning and the establishment of goals and objectives for the COI to ensure the efficient and progressive development of programs and follows best practices in collective impact to facilitate ongoing engagement of COI partners in planning and execution; oversees the fiscal management/monitoring of all contract and subcontract funds and will monitor compliance and negotiate revisions or amendments of all subcontracts related to the functions of the COI; manage and direct all contracts, including development of objectives, organization, allocation of resources, and the training, development and supervision of personnel; provides direction, leadership, inspiration, and motivation on a continuing basis to the leaders and staff of the above-mentioned unit areas for the consistent and diligent delivery of quality service and education; and ensures adequate cross-functional cooperation, teamwork, and support between the different projects.
Nine (9) years of related experience, education/training, OR a Bachelor’s degree in public health or related area plus five (5) years of related experience/training.
Strong leadership skills; able to work with a variety of system leaders to build consensus around strategy and tactics to achieve mutually beneficial goals.
Experience leading large-scale initiatives or programs that involve multiple sectors such as community-based organizations, health services providers, professional associations and businesses, media, and elected officials.
Proven experience working with diverse community and youth on areas such as policy development, social justice and health equity; federal and local funders and foundations; and media and social marketing programs.
Proficient knowledge of common organizational- or research-specific and other computer application programs. Programs include Microsoft and Google Suites.
Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing. Exceptional written and oral communication and presentation skills. Ability to make incisive, coherent presentations and to respond to rapid questioning on difficult issues.
Advanced project management skills. Experience in formulating strategic plans for a complex organization, including providing leadership to execute plans with internal and external stakeholders.
Knowledge of or familiarity with policy analysis techniques.
Advanced analytical / problem-solving skills.
Proven skills associated with fiscal and personnel management; resource allocation; and management, monitoring and negotiation of grants, cooperative agreements and subcontractors.
Ability to collaborate and/or lead the design of community assessments and evaluation efforts with low-income communities to gain insight into best ways to effectively promote nutrition, physical activity and food security.
Proven record of writing grant proposals in response to public health RFPs and unsolicited efforts.
Advanced technical knowledge of: public health; health education; social marketing; basic evaluation concepts; applications of Policy, Systems and Environmental Changes; media, public relation and media advocacy; and Regional and statewide resources in the areas of nutrition, physical activity, food security and chronic disease prevention.
- Master's degree in public health or related field.
