This position will work a hybrid schedule which includes a combination of working both onsite at La Jolla and remote.
DESCRIPTION
The UCSD Department of Obstetrics, Gynecology and Reproductive Sciences is composed of 67 faculty 15 clinical fellows, 5 Assistant Project Scientists, 10 Postdoctoral Scholars. The department is composed of 7 divisions: Obstetrics and Gynecology, Maternal-Fetal Medicine, Gynecologic Oncology, Reproductive Endocrinology and Infertility, Hospitalist, Family Planning and Urogynecologic and Reconstructive Surgery. The department is currently ranked 3rd in the nation in NIH funding among ObGyn departments.
Under the direction of the Finance Director, the Research Administrator Supervisor is responsible for providing leadership, training, daily management, planning coordination of the complex research administration activities in the department. The incumbent will complete complex financial reporting to include budget development and trend analysis, create and compile financial reports which track spending patterns, capture statistics and identify trends. This position also develops and implements standard operating procedures to ensure efficiency, effectiveness, and quality control.
The incumbent will have exposure to the multiple facets of research administration, interfacing internally with various central offices (HHR, ARC, HBC, HSSPPO, SPF, OCGA, OCTA, IRB, OCAA, General Accounting, etc.) The incumbent will manage a full range of sponsored research mechanisms and sponsors, including recharges, clinical trial expenses, gifts, contracts and grants. Duties will be split between pre- and post-award fiscal management, analysis and administration of sponsored projects and supervise fund managers. Pre-award activities include the development of budgets in conjunction with the PIs. The incumbent will also be responsible for the oversight and review of proposal packages, communication with central pre-award offices and coordination of proposal submissions. Post-award activities include direct management of budgets and short- and long-term financial planning. Supervise 3 fund managers, including training, daily workflow management, reporting and complex clinical trial financial management.
The incumbent will use advanced contracts and grants concepts to manage high volume and high complexity transactions. They will review and guide others in the review of financial and administrative management requirements of research contract and grant proposals, awards and / or transactions to ensure compliance with institutional and sponsor policies. They will work independently to assess complex grant, contract and subcontract transactions where analysis requires an in-depth evaluation of variable factors. They will serve as a technical specialist in federal contracts, state contracts, subcontracts or information systems.
The RA Supervisor must foster excellent relations with the department's operations/decision support staff to ensure the smooth functioning of the research needs of department faculty. The incumbent will be the primary communication support for research-related policy and procedure, directly with faculty and department staff. They will manage communications and problem-solving for faculty grants and contracts matters, escalating to the level of Director Finance as necessary. They will supervise fund managers working on grants or contracts according to established policies and management guidance. Recommends changes to department policies and practices. Receives assignments in the form of objectives with goals and the process by which to meet goals. Exercises judgment within defined procedures and policies to determine appropriate action. Identifies risks and responds accordingly. Provides priority setting and workflow analysis. Uses advanced research administration concepts to manage complex research projects.

MINIMUM QUALIFICATIONS
Nine years of related experience, education/training, OR an Bachelor’s degree in related area plus five years of related experience/training with one to two (1-2) years of experience supervising a team.
Extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
Advanced knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
Ability to manage high volume and complex transactions.
Ability to perform highly complex financial analysis and customized reporting.
Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.
Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration.
Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles.
Experience with all types of award mechanisms, including grants, contracts, subcontracts, and cooperative agreements.
Full knowledge of Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration.
Ability to interpret policy for others.

Pay Transparency Act
Annual Full Pay Range: $85,400 - $156,800 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $40.90 - $75.10
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
