The Academic Resource Center (ARC) was established as a centralized business service center to provide Health Sciences departments with efficient standardized transactional support services for faculty, academics, scholars, and department liaisons in the areas of recruitment, appointment, academic reviews, personnel administration, and compensation. ARC's goal is to provide expert, timely, and accurate service and advice in support of the UC San Diego Health Science's mission of groundbreaking research, inspired teaching, and outstanding clinical care. Under supervision, the Personnel Administration Assistant Analyst/Analyst is expected to acquire the skills to become responsible for a portfolio of functions including MSP staff physician contracts, onboarding, separations, voluntary/non-salaried faculty appointments, reductions in time, increases in time, and layoffs for SOM and SSPPS clients. Serve as a liaison between Health Sciences departments, Health Human Resources, VCHS Faculty Compensation/Academic Affairs, Office of Postdoctoral & Visiting Scholar Affairs (OPVSA), Payroll, etc.
Monitors, tracks and transacts case management submissions using a case management system and mainline phone calls and performs triage duties. Responds to inquiries and disseminates written and electronic information and forms. Assists in advising, interpreting, and analyzing applicable policies and procedures and learns to provide recommendations to assist managers, PIs, and leadership to make an informed decision given the available options. Learns to assist in interpreting and analyzing UC policies and UCSD local guidelines to advise clients and candidates on appointments, timelines, salary and recourse.
Learns to apply professional UC Academic HR concepts, organization and/or system wide policies, and procedures in the completion of UC Academic HR assignments that are of limited scope and impact. Receives instructions on most work assignments and regularly consults with more senior academic HR analysts and/or managers in the course of completing assignments. Exercises some judgement within defined procedures and policies to determine appropriate action
Bachelor's degree in related area and / or equivalent experience / training.
Basic knowledge of and ability to apply / interpret organization and college policies and procedures which govern academic HR. Demonstrated skills to research and advise on emerging and new federal regulations on leave entitlements, final pay/labor laws, and other applicable employment laws and policies.
Knowledge of organization, college and departmental formal and informal policies and procedures and understanding of variances to stated policies.
Acquiring knowledge of organization's human resource management system (HRMS) and other related business software programs and systems.
Demonstrated organizational skills to coordinate large volumes of work, establish priorities, and meet deadlines. Demonstrated experience in maintaining a high degree of accuracy and attention to detail, and accomplishing tasks under the pressure of deadlines, while working with constant interruptions and changing priorities.
Demonstrated organization, problem solving, and communication skills. Must have excellent interpersonal skills, including tact, diplomacy and flexibility.
Knowledge of unit academic culture and educational goals of discipline(s) served.
