Scripps Institution of Oceanography (SIO) at UC San Diego, one of the world’s foremost centers for ocean and earth science research, is searching for an experienced professional to join our team. With a history spanning over a century, SIO operates three state-of-the-art research vessels conducting groundbreaking studies across the globe-unlocking the mysteries of our oceans.

Location:

Nestled at the scenic entrance to San Diego Bay, the Nimitz Marine Facility serves as the operational hub and homeport for our research fleet. This six-acre facility in Point Loma includes piers, machine shops, and administrative offices, supporting our world-class seagoing missions.

What You'll Do:

As part of the Ship Operations & Marine Technical Support (SOMTS) team, you will play a crucial role in staffing and supporting our fleet. Under the guidance of the Marine Superintendent, you’ll manage staffing for a dynamic mariner team of approximately 90 career and per diem positions. Your responsibilities will include ensuring that crew members meet federal licensing requirements, coordinating their logistics, and working with maritime recruiting agencies to fill crewing vacancies. You will develop staffing schedules and provide logistical support to seagoing personnel traveling to and from vessels worldwide. This is a chance to work on projects that contribute to local, national, and international research initiatives.

Workplace Flexibility:

We offer a hybrid work arrangement, if desired, with the expectation that you will be on-site at least three days per week at Nimitz Marine Facility. This flexibility allows for a balance of remote work and hands-on engagement with the team.

NOTE: Salary placement is determined by the top candidate’s overall qualifications/relevant experience, market data and internal equity.

QUALIFICATIONS

  • Education: Bachelor's degree in Human Resources, Operations Management, and/or equivalent experience/training, including five (5) or more years of experience as a HR generalist or specialist.

  • Working knowledge of the recruitment, screening, interviewing and referral processes.

  • Demonstrated knowledge and experience handling human resources support in a unionized environment and experience communicating with supervisors and employees about policies and their application.

  • Awareness of maritime recruiting and crewing concepts, and enthusiasm for recruiting and retaining highly qualified mariners to work aboard the world-renowned Scripps fleet of academic research vessels.

  • Knowledge of common software used within employment and other areas of HR, and how they work together.

  • Knowledge of employment law.

  • Experience handling complex travel arrangements, both domestic and international.

  • Demonstrated ability to handle difficult or volatile situations / individuals effectively

  • Working knowledge of organizational policies and procedures; knowledge of functional area and understands how work may impact other areas.

  • Effective communication and interpersonal skills as well as active listening and critical thinking skills.

  • Demonstrated abilities associated with problem identification; reasoning; ability to work with business units in the development of ideas to solve staffing issues.

  • Demonstrated analytical skills to conduct analysis and develop recommendations.

  • Proficient in communicating clearly and effectively verbally and in writing and in integrating information in the completion of assignments.

  • Excellent time management skills with the ability to successfully manage multiple priorities at the same time.

  • Demonstrated experience to independently collect data and information, anticipate and analyze problems, establish and evaluate alternative solutions, and implement a course of action.

  • Demonstrated experience to research and analyze complex situations and data, extract and compile data, and develop clear and concise written/oral reports or recommendations.

  • Skill to organize and correlate information from a variety of sources.

  • Proven problem solving skills and demonstrated ability to exercise good judgment.

  • Strong demonstrated organizational skills to prioritize job functions and work effectively under pressure to meet multiple and conflicting deadlines in a fast paced environment with frequent interruptions.

  • Demonstrated skill to work as part of a team and demonstrated flexibility in accomplishing departmental goals. Excellent customer service skills.

  • Knowledge of privacy and confidentiality laws, regulations, etc. pertaining to employment and employee information. Experience maintaining strict confidentiality overall, and specifically in matters pertaining to personnel and payroll matters.

SPECIAL CONDITIONS

  • Must be able to pass a background investigation through the US Department of Justice (DOJ).

  • Must be able to obtain, and maintain, a Transportation Worker Identification Credential (TWIC) through the Transportation Security Administration (TSA).

  • Occasional overtime and travel may be required.

Pay Transparency Act

Annual Full Pay Range: $63,800 - $111,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $30.56 - $53.45

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
