POSITION OVERVIEW

Incumbent serves as a Lead Award Accountant, ECERT, and Cost Transfer Coordinator within Sponsored Projects Finance ---a division of Business and Financial Services (BFS). This position is considered a subject matter expert to the division and the campus in support of sponsored research by providing exceptional post-award financial management to UC Office of the President (UCOP) awards, performing Cost Accounting support to all internal departments and campus customers in the key control and accountability functions of Effort Certification and Cost Transfer review to include a thorough review and analysis of campus’ semi-annual effort expended on Federal Awards.

Incumbent provides full support in the post-award oversight to UCOP research awards. This position will also assume central accounting responsibilities and coordination of the Balance Sheet Reconciliation process, month and year-end closing processes, and other central accounting reporting as required. Incumbent will provide significant contributions to the creation, review, and approval of cost transfers of labor charges to ensure the appropriateness and timeliness of transfers involving UC San Diego campus-sponsored research portfolio. This position provides customer service to the campus departments related to cost transfer and Effort report technical issues in a timely manner by working with the team members, Information Technology Services (ITS) or UCOP. This position also helps interprets Generally Accepted Accounting Principles (GAAP) and Government Accounting Standard Board (GASB) and pronouncement and regulations, UC Office of the President (UCOP) and campus policies and implement necessary processes to ensure compliance.

Targeted salary is $63,400.00 - $80,000.00/year.

QUALIFICATIONS

  • A Bachelor's Degree in related area; and/or equivalent experience/training.

  • Extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.

  • Ability to manage high volume and complex transactions. Demonstrated ability to work independently with minimal direction, effectively prioritize responsibilities, and meet multiple conflicting deadlines to produce quality results.

  • Ability to perform highly complex financial analysis and customized reporting. Demonstrated expert-level analytical skills, ability to comprehend and reconcile financial data, and accurately perform mathematical computations.

  • Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management, and financial reports. Advanced proficiency Microsoft suite of applications, and the ability to quickly master additional software as needed.

  • Excellent oral, written and interpersonal skills.

  • Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration.

  • Experience with award mechanisms, including grants, contracts, subcontracts, and cooperative agreements. Experience in post-award management or equivalent experience in higher education/similar setting. Advanced knowledge in post-award financial management process on highly complex award mechanisms.

  • Expert knowledge in OMB circulars such as Uniform Guidance, A-21, A110 and principles of cost accounting standards, including allowability, allocability, and reasonableness, state, local, sponsor and institutional regulations, policies, and guidelines.

PREFERRED QUALIFICATION

Bachelor's Degree in Accounting, Finance or Business Administration (or other related fields) and a minimum of three (3) years of relevant experience, or a combination of education and experience.
