This position offers a hybrid work arrangement, which includes a combination of onsite and remote work.


The HR Strategic Communication and Engagement Manager will independently develop and implement a comprehensive strategy to strengthen Human Resources (HR) communications with UC San Diego employees, managers/supervisors, and leaders. This position will build a communication model to help UC San Diego employees feel informed about relevant policies, programs, and activities and ensure employees can find important information and resources when needed. Will create strategy to inform the UC San Diego community about HR's vision, mission, and strategic goals. Will help determine and manage a suite of effective, consistent and efficient communication channels to UC San Diego employees and will manage access and content alignment to those channels from partners within HR and across campus.

The HR Strategic Communication and Engagement Manager will be a leader in creating and implementing a communication strategy in a consensus-driven environment, partnering closely with HR leadership and serving as a critical team member. This position will manage messages and content/knowledge creation for various communication programs and channels, including written, visual, digital, and electronic communications, training, and events. Areas of focus will range from HR leadership updates, strategic priorities, policies and procedures, and key metrics to ensure an effective flow of relevant information. This position will assess effectiveness and adjust strategy and plans as appropriate to ensure fresh, relevant, and meaningful communications for diverse constituencies. Additionally, this position will partner with other departments and UC San Diego communication professionals on a range of efforts that contribute to the strategic goals and execute HR's continuous improvement strategy, including staff engagement, recognition, and customer service goals and outcomes.

Partners with communications leaders in other units, including University Communications and Public Affairs, Health Systems, system-wide marketing directors, and national higher education marketing organizations, to align communications needs and activities.


  • Advanced knowledge and understanding of all aspects of communications, including strategic planning for various media venues, technical aspects and requirements of various venues, and most appropriate and effective applications. High degree of judgment and skill to understand the actions necessary to ensure constituents receive appropriate information from leadership.

  • Advanced knowledge and understanding of technical applications to direct professional technical staff, or personally perform technical work, including design concepts, various media, and applications. Demonstrated ability to use applications such as MS Office software, e-mail, and listservs.

  • Advanced knowledge of the organization, including its mission, vision, goals, policies, and infrastructure; strong knowledge of current affairs and issues in higher education and / or health sciences. Ability to understand the overall goals of an HR organization and craft strategies and approaches to meet organizational goals via communications.

  • Advanced skills in creating, developing, and implementing long- and short-term strategic communication plans. Strong skills to ensure production of high-quality work in a high-volume environment within budget and time constraints. Ability to work under pressure and meet strict deadlines.

  • Advanced skills to advise and consult management on all aspects of communications, ranging from developing effective communication strategies to appropriately responding to inquiries regarding sensitive or complex issues or information. Exceptional ability to write and communicate business content effectively in a variety of mediums (web, press release, newsletter, brochure, presentations, etc.) and in ways appropriate to targeted audiences (executives, business partners, end-users, general public, formal agencies, etc).

  • Strong written, verbal, interpersonal communications, active listening, and political acumen skills. Ability to communicate imaginatively, effectively, and persuasively.

  • Excellent analytical, critical thinking, project management, problem recognition, avoidance, and resolution skills.

  • Thorough knowledge of location protocols and channels for communication internally and externally.

  • Familiarity with electronic communications with demonstrated ability to create appropriate content for web-based communications.

  • Strong and demonstrated expository and journalistic writing skills, using correct grammar, syntax, and format.

  • Demonstrated experience researching, writing, and editing compelling speeches for various audiences.
