DESCRIPTION

Under the direction of the Director Fleet & Carsharing, the Fleet Business Analyst serves as the primary business data analyst, providing analytical, technical, planning and operational support of the day-to-day operations and short and long-range efforts for UCSD Fleet Services. Financial analyses of revenues and service utilization for Fleet operations including maintenance and repair, vehicle rentals and leasing, carsharing, fuel supply ad EV charging. Utilizing a range of fleet and fuel management systems and reports, this position will be responsible for informing the development of metrics dashboard for the Fleet Service department. Working closely with the departments managers and supervisors to provide ongoing reporting and identification of trends based on existing performance metrics, as well as the development of new metrics consistent with changing business needs.

This position demands the highest degree of efficiency, accuracy, courtesy, and professionalism in the performance of job duties, as well as excellent communication skills, initiative and discretion in order to interact with all levels of the campus community. Sound judgment with regard to confidentiality is also required, as is compliance with all UC business policies, procedures and practices, and federal, state and local transportation laws and regulations.

Independently prioritize job duties to meet departmental and campus deadlines, and perform administrative, technical, and analytical tasks on a project and/or routine basis following established guidelines and University policies and procedures.

This position will work closely with the department head, providing accurate data to drive operational decision making, strategic direction and new business opportunities. Will be required to create and deliver presentations within the department, and to partners and customer groups from across the University campus.

QUALIFICATIONS

  • Working knowledge of common organization- or research-specific and other computer application programs. Ability to interpret and apply established policies and procedures, particularly in the areas of 1) audit requirements, 2) accounting procedures, 3) inventory control, 4) personnel management, and 5) purchasing requirements. Demonstrated fundamental understanding of Relational Database Management System (RDBMS) concepts, including table structure design and entity relationship models. Demonstrated working knowledge and experience using Tableau, SQL and Crystal Reports.

  • Proficient in communication and interpersonal skills to communicate effectively, both verbally and in writing. Demonstrated written communication skills to prepare concise, logical, grammatically correct analytical reports, correspondence, and operating procedures and policies. Ability to function effectively and efficiently as a member of a team and in collaboration with colleagues.

  • Proficient in ability to use discretion and maintain all confidentiality.

  • Demonstrates ability to use sound judgment in responding to issues and concerns. Skill in analyzing information, problems, situations, practices, and procedures to define the problem and formulate logical and objective conclusions to meet organizational goals. Ability to exchange ideas, information, and opinions with others to formulate policies, procedures, and programs and/or arrive jointly at decisions, conclusions, or solutions.

  • Demonstrates ability to analyze, research and synthesize large amounts of data with strong attention to detail. Demonstrated experience in data management, data and trend analysis, and program forecasting. Knowledge of metrics, service guarantees, Key Performance Indicators (KPIs) and their use, benchmarking, and quality measurement methodologies. Skill in analyzing large amounts of material and information into coherent categories and logical sequences with accuracy and close attention to detail.

  • Proficient in ability to multi-task with demanding timeframes. Ability to independently organize and coordinate multiple projects and assignments, set goals and timelines, perform with frequent interruptions, conflicting demands, changing priorities, heavy workloads; establish priorities that accurately reflect the importance of the job and accomplish departmental goals and objectives with minimal direction.

  • Working knowledge of applicable policy analysis techniques. Demonstrated skill in measuring, monitoring, and analyzing information and data sets to recommend strategies and action items to achieve operational efficiency and service excellence.

  • Demonstrated ability to facilitate business and organizational analyses to implement "best in class" operations and service provisions.

  • Demonstrated ability to compile budget data and spreadsheets/workbooks for ongoing budget tracking and analysis, as a resource for multiple budgets.

  • Ability to conduct comprehensive utilization analyses to optimize vehicle inventory, leases, and commercial rentals.

  • Ability to develop business cases to achieve ROI and customer satisfaction.

  • Demonstrated skill in the use of the Microsoft Office package including Sharepoint, Microsoft Word, Excel, PowerPoint, Visio, Access, and various databases within a windows/network environment.

SPECIAL CONDITIONS

  • DOJ/FBI and DMV background checks and clearances required prior to employment.

  • Must possess and maintain a valid California Driver License and participate in the DMV Pull Notice program.

Pay Transparency Act

Annual Full Pay Range: $58,600 - $100,800 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $28.07 - $48.28

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
