DESCRIPTION

The Undergraduate College System at UC San Diego is what makes our campus so unique. Students have access to personalized advising, support services and leadership opportunities with all of the advantages of one of the best large, Tier 1, research institutions in the world. Each college is inspired by the philosophy of its namesake and has distinctive general education requirements, and a student life and residential experience attuned to that philosophy. The Colleges Business Office (CBO), established in 2012 provides financial, human resources, academic personnel, facilities management and related administrative services to the undergraduate colleges, which include the Provost offices, Writing/Core sequence programs, academic advising, student affairs and residence life units, UC San Diego International House, as well as the Council of Provosts (COP).

Under the direction of the Colleges Chief Administrative Officer (CAO), serve as Fiscal Operations manager for the undergraduate colleges, their consolidated business office and associated units.

Provides high-level analytical support to the Chief Administrative Officer, Provosts and College leadership in the areas of permanent budget and staffing, payroll and other expenditures. Performs complex analysis, determining appropriate data sources, and creating reports used by management for decision-making. Responsible for financial management of the Undergraduate College annual allocations and expenditures, totaling approximately $25M annually, including determining appropriate fund sources, tracking costs, analyzing trends, and preparing standard and ad hoc reports for management. Independently responsible for oversight of the permanent budget and staffing for all Undergraduate College units. Provides expert recommendations to CAO regarding management of permanent staffing. Provides training to Colleges about permanent budget and all aspects of financial transactions and reporting as needed.

Responsible for oversight of the full scope of financial management activities for all seven undergraduate colleges under Vice Chancellor area of Academic Affairs, collaborating with Student Life, Housing Dining and Hospitality and External & Business Affairs. Supervise staff responsible for financial transaction processing, ledger, procurement and travel and expense card reconciliations, credit card reconciliation, financial reporting and department security administration (DSA).

QUALIFICATIONS

  • Experience and demonstrated knowledge of finance, general accounting practices (Cost Accounting Standards), business management, fund accounting, audit trails, and use of cost/recharge centers. Thorough knowledge of finance policies, practices, and systems. E

  • Demonstrated ability to develop and manage budgets and adapt objectives to changes in resources.

  • Demonstrated ability to take a comprehensive approach to deal with planning and operational issues in terms of current complexities and interactions as well as long-term consequences.

  • Demonstrated leadership, supervisory, and consensus-building skills. Ability and experience to identify training and development needs, evaluate workloads and resources, and planning and organizing day-to-day activities.

  • Proven ability to collect and analyze data, investigate, comprehend and compile financial, budgetary and program data interpreting policies and procedures and apply them to routine/complex/unique situations. Ability to independently gather required information to organize, and perform financial analysis assignments.

  • Proven ability to effectively present information verbally and in writing in a clear and concise manner. Skill in communicating instructions/procedures in a logical, clear, concise manner to a wide variety of constituents throughoutthe organization.

  • Demonstrated ability to establish appropriate internal controls and operate effectively within a control environment. Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.

  • Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports. Demonstrated skill to analyze large quantities of financial data in identifying objectives and constraints, anddeveloping effective recommendations.

  • Demonstrated ability to organize and prioritize reports, daily operations, short and long-term projects, and to direct and ensure timeliness and accuracy in the work of others.

  • Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Proven ability using organizational skills to multi-task in a high-volume environment. Excellent interpersonal and communication skills, including tact, diplomacy, discretion, and flexibility with diversebackgrounds.

Pay Transparency Act

Annual Full Pay Range: $77,000 - $139,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $36.88 - $66.67

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
