DESCRIPTION

The Marine Physical Laboratory division at Scripps Institution of Oceanography is seeking to hire a Fiscal Assistant. As a member of the Marine Physical Laboratory Division (MPL) fiscal unit, incumbent shall provide high-level fiscal and administrative support to the MPL fund managers. Under general supervision, the fiscal assistant is responsible for post-award activities associated with federal, state, and private awards including preparing financial reports; monitoring, approving and providing assistance in financial transactions; maintaining fiscal back-up files; and providing high-level fiscal reports and support to MPL fund managers. Other responsibilities include: act as liaison between MPL and other entities including vendors, SIO OCGA, OPAFS, General Accounting, Disbursements, and other central campus departments; and provide support and perform all phases of disbursements functions from routing billing statements to troubleshooting payment problems with vendors.

QUALIFICATIONS

  • Experience and knowledge of financial management and bookkeeping principles, understanding of financial statements, and ability to analyze financial data and computer generated information and to provide advice based on findings.

  • Proven ability to independently perform a variety of accurate financial calculations using basic arithmetic functions including addition, subtraction, multiplication, division, percentages, ratios, etc.

  • Demonstrated experience with on line entry of purchase requests, financial journals, transfers of funds, invoices, purchase orders, payment authorizations, etc. Understanding of IFIS and Link Family programs preferred.

  • Experience using standard office software packages, and intermediate skills in MS Word, Outlook and EXCEL, or similar software packages.

  • Ability to independently advise and work with staff in other campus units including Disbursements, Extramural Funds, Business Contracts, General Accounting, Principal Investigators, Contracts and Grants, Payroll, Human Resources, and agency contacts.

  • Understanding and ability to interpret PPM guidelines, UC practices and funding agency regulations governing allowable costs to contracts and grants.

  • Specific knowledge of and ability to interpret OMB circulars A-21, A-110 and other federal regulations governing contracts and grants.

  • Demonstrated ability to interpret guidelines, circulars and regulations.

  • Strong demonstrated ability to work independently with a variety of computer platforms and software programs. Ability to self-teach, and to read and comprehend computer manuals. Demonstrated willingness and ability to update and increase skills and knowledge in this area to meet the needs of business.

  • Strict attention to detail and ability to accurately complete documents in a timely manner.

  • Strong oral and written communication skills to communicate effectively in English, both verbally and in writing with students, staff, and academic employees with diverse personalities with different expectations. Proven ability to compose documents and communicate verbally in English using correct grammar, spelling and punctuation.

  • Strong interpersonal communication skills. Ability to interact successfully with diverse personalities

  • Strong organizational skills and ability to prioritize tasks. Demonstrated ability to self-motivate, to independently follow tasks through to completion and to take ownership of work performance.

  • Experience with standard filing systems. Ability to maintain and cross reference complex filing systems for rapid/easy retrieval by self or others.

  • Demonstrated analytical and problem solving skills with ability to analyze situations, identify existing or potential problems, recommend solutions, determine and implement procedures to accomplish effective resolution, and evaluation results or progress.

  • Ability to maintain strict confidentiality with demonstrated experience in utilizing good judgment and discretion when working with a variety of sensitive issues or highly confidential information.

Pay Transparency Act

Annual Full Pay Range: $40,700 - $85,295 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $19.49 - $40.85

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
