The Financial Analyst is responsible for developing and administering the financial, budgetary, and administrative infrastructure for VC Student Affairs. Participate in strategic planning, formulation of goals and objectives, policy-making and decision making for the department.

Responsible for resource administration, budget development and control, planning and analysis, fiscal accountability, audit control, fund accounting, revenue administration, forecasting and financial reporting, purchasing, financial management, and other business functions for increasingly complex and self-supporting activities. Oversee financial services for a departmental operational budget, including income operations, grants and scholarships. Monitor all budgetary expenses and income. Apply internal control principles according to the University policies. Manage MOUs and agreements to ensure that compliance and contractual obligations are met.

  • Bachelor's degree in related area and / or equivalent experience / training.

  • Working knowledge of finance policies, practices, and systems. Knowledge of generally accepted accounting principles and practices and ability to apply UC San Diego accounting/business policies and procedures, including accounts payable, payroll, travel, entertainment, purchasing, grants, contracts, and taxes.

  • Ability to gather reasonably retrievable information to organize, and perform basic financial analysis assignments. Experience using computerized business applications. Ability to learn UC San Diego computer systems such as UCPath (PeopleSoft), Cognos, FIS (Oracle and Concur) or other similar systems.

  • Intermediate knowledge and understanding of internal control practices and their impact on protecting University resources. Ability to anticipate and administer new procedures, processes and practices that adapt to a changing environment. Experience conductingcompliance and procedural reviews. Solid understanding and working knowledge of internal controls, auditable procedures and practices (i.e., fiscal controls, cash controls, high risk transactions, and internal review). Knowledge of federal and non-federal agency requirements and regulations.

  • Demonstrated ability to effectively present information verbally and in writing clearly and concisely. Experience extracting, summarizing, manipulating, and compiling data and designing reports that summarize information in concise and meaningful formats for non-accountant administrators and staff.

  • Proficient ability using spreadsheet and database software for moderately complex financial analysis, fiscal management, and financial reports. Experience in using software packages and tools including Microsoft Office (specifically Excel pivot tables, conditional formatting, charts, graphs), internet browsers, Microsoft Outlook in a Microsoft Windows environment. Skill using computerized business applications and ability to assess, research, and contribute to development of automated and web-based systems.

  • Effective interpersonal skills at all levels within the unit; excellent service orientation and critical thinking skills; and attention to detail. Ability using organizational skills to multi-task in a high volume environment. Ability to interact positively and effectively with a range of constituents including unit Directors, Assistant Vice Chancellor(s), outside agencies and vendors.

  • Ability to function as a member of a team. Ability to communicate, engage and develop rapport with individuals of diverse cultural, social, and religious backgrounds, and varied age, gender, and sexual orientation. Ability to understand and abide by the UC San Diego Principles of Community.


  • Job offer is contingent upon satisfactory clearance based on Background Check results.

  • Overtime and weekends may be required.

  • This position may be eligible for a Hybrid flexible work arrangement, which could include a non-standard work schedule, and/or the ability to work off-site part of the time.
