DESCRIPTION
Under direction, the Business Development Project Policy Analyst 3 reports directly to the EHS Business Development Manager and participates in the development of complex analysis of business processes and systems to optimize workflow and meet business needs. Participation in this effort includes quality and assurance overview of EHS business suite of tools, EHS publication content and department training. This position will also work with scientific, technical and administrative subject matter experts in the development and implementation of strategic business applications to streamline and improve business processes.
The incumbent assists in a wide variety of EHS, UC and Campus initiatives and projects, supporting innovative solutions to complex problems that are critical to the organization and impact the functioning and overall success of My Research Safety (MRS) enterprise-wide business system. The MRS system includes a suite of complex applications affecting business and technical areas such as chemical and radioisotope inventory, authorization for use of radioisotopes and bio-hazardous materials, compliance, business controls, safety, waste management, pest management, controlled substances, audits and inspections. These applications have a campus wide impact on research, academics, research facilities, Housing and Dining Services (HDS), Medical Center and over 125 offsite locations. The incumbent will work in collaboration with Information Technology Services (ITS) to implement technology products and services by performing critical quality assurance testing of new and existing services with project partners to minimize risk and maximize success.
The incumbent will use skills as a seasoned, experienced professional with a full understanding of analytical practices, policies and procedures to research, analyze and develop solutions to a wide range of issues. Demonstrate good judgment in selecting methods and techniques for obtaining solutions. Primarily deals with policies, programs and proposals which are complex in nature and diverse in scope. Develops new programs, policies or procedures for possible implementation.
QUALIFICATIONS
Bachelors degree in business administration, economics, statistics, political science, educational administration, or other related field, and progressive experience in administrative analysis or operations research; or an equivalent combination of education and experience.
Demonstrated ability to assess procedures and define requirements for business systems that streamline processes and result in productivity improvement.
Strong, effective project management skills, including demonstrated ability to set project objectives; determine and address potential barriers; identify required resources; identify process steps and milestones; and adjust action plans to achieve desired outcomes.
Strong policy analysis techniques. Demonstrated ability to examine and question policies, processes, and procedures in order to gain a clear understanding of business issues affecting operations, as well as experience in offering recommendations and suggestions for improvements.
Demonstrated knowledge of relevant industry trends and issues. Familiar with audit, control and accountability methodologies.
Strong skills in analyzing, researching and synthesizing large amounts of data for preparing sound and relevant proposals and analyses.
Demonstrated experience in editing for stylistic consistency, logical organization, rational development of content, and ensuring technical content accuracy.
Proven knowledge of common computer application programs. Proficiency in the Microsoft suite of productivity applications such as Word, Excel, PowerPoint, Project, Outlook, Access, Visio and others as required.
Demonstrated experience in and knowledge of Microsoft Access or similar Relational Database Management Systems (RDMS) including ability to use Structured Query Language (SQL), or graphical user interface equivalents, to group, analyze and transform data. Proven ability to generate reports/tables using diverse data sets within Microsoft Access or RDMS equivalent.
In depth working knowledge of programming techniques and capabilities with the ability to understand the infrastructure of comprehensive integrated systems. Thorough knowledge of computing tools and modern administrative information systems.
Analytical and problem-solving skills. Demonstrated ability to analyze and anticipate needs and problems; problem-solve independently and appropriately; make decisions; and plan and implement complex projects and events. Ability to use discretion and maintain all confidentiality.
Proven ability to analyze information, situations, problems, policies and procedures and to formulate logical and objective conclusions from fact, situations, data and observations. Ability to make recommendations and take actions based on understanding and judgment of all factors involved and based on independent interpretation and application of various disciplines involved.
Proven ability to envision technical solutions, communicate with both technical and non-technical staff while serving as the liaison between the two, initiate agreed upon projects building consensus-based solutions as conflicts occur.
Demonstrated ability to learn and quickly understand complex processes and procedures. Ability to effectively perform with minimum of direct supervision in unstructured situations.
Demonstrated ability to work independently and under pressure, to manage multiple concurrent tasks and responsibilities, and to deal with changing priorities, while maintaining personal effectiveness. Ability to multi-task with demanding timeframes, prioritize a heavy workload, meet deadlines and cope with peak workload periods.

Strong verbal and written presentation skills and the ability to provide clear information for senior campus administrators. Proven ability to make incisive, coherent presentations, and respond to rapid questioning on difficult issues.

Pay Transparency Act
Annual Full Pay Range: $53,600 - $111,600 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $25.67 - $53.45
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
