Capital Program Management (CPM) is the primary service provider at the University of California, San Diego, charged with the implementation of the +/- $11.3 Billion Capital Program. The impact of the physical transformation will be felt across the institution with plans for expansion of University provided housing, enhanced and cutting edge academic and research buildings, and inclusion of mixed-use facilities. The redevelopment of the Hillcrest campus, including expanded outpatient facilities, replacement of the Hospital and associated infrastructure; integration of public transit options and expanded infrastructure. The program is designed to be in alignment with the Chancellor’s vision to address future enrollment growth demands aimed at ensuring an enhanced student experience, cultivating an inclusive and diverse community, expanding our research prowess and impact, improving the delivery of advanced healthcare and enrich our community.

Capital Program Management is a comprehensive project management organization whose objectives are to complete all major capital projects for a multi-billion public research university program, on time, within budget, and to the satisfaction of its clients. Serving as the Designated Campus Building Official, as well as the authority having jurisdiction, CPM is responsible for projects from design development through completion of construction and occupancy using a variety of delivery options. The office is comprised of multiple functional units which include project management, engineering, inspection, contract administration, fiscal management, business enterprise and supporting administrative services.

Under direction, the e-Builder Administrator reports to the Program Manager-Business Enterprise and participates in the development of complex analysis of business processes and systems to optimize the workflow and meet the business needs of Capital Program Management (CPM). Participation in this effort includes quality assurance oversight of the Project Management Information System (e-Builder), serving as the first point of contact for issues regarding the system, and training. The incumbent assists in a wide variety of CPM initiatives and projects, supporting innovative solutions to complex problems that are critical to the organization and impact the functioning and overall success of the capital project management system (e-Builder) which is a construction program management solution for capital projects that provides performance data across the project lifecycle. The e-Builder system is an integrated suite of complex applications affecting business and technical areas that combines capital planning, cost management and controls, process automation, reports and dashboards, scheduling, document management, and bid management.

The incumbent will work in collaboration with Information Technology Services (ITS) and/or with the vendor to implement technology products and services by performing critical quality assurance testing of new and existing services with project partners and users (CPM Project Managers, Project Specialists, architects, hundred of external design professionals and contractors, as well as other University departments such as Facilities Management; Housing, Dining and Hospitality; and UCSD Health) to minimize risk and maximize success. Utilizing their background and experience in the design and construction industry, recommends updates or enhancements to existing e-Builder processes as well as new processes that will further the strategic mission of the department. Provides technical support for e-Builder which includes user setup and maintenance, troubleshooting issues with users, management of support tickets with e-Builder online support, training and on-boarding new users into e-Builder, and communications with users regarding changes to the system.

Uses skills as a seasoned, experienced professional with a full understanding of analytical practices, policies and procedures; researches, analyzes and develops solutions to a wide range of issues. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Primarily deals with policies, programs and proposals which are complex in nature and diverse in scope. Develops new programs, policies or procedures for possible implementation.

May be required to work various hours based on business needs.

  • Knowledge of common organization- or research-specific and other computer application programs. In-depth knowledge of computing tools and modern administrative information systems.

  • Demonstrated knowledge of e-Builder, including the ability to create reports, modify system settings, create and modify user roles and permissions. Strong skills and in-depth knowledge of Microsoft Office, Microsoft Teams, Visio, and Microsoft Project.

  • Strong communication and interpersonal skills to communicate effectively, both verbally and in writing. Ability to work with a variety of stakeholders to develop system solutions that can be operationalized by the users. Proven ability to create reports and proposals that are clear and actionable. Demonstrated ability to communicate and monitor status of assignments and any impacts to deadlines. Proven ability to effectively address staff concerns and resistance to change when implementing process improvements.

  • Ability to use discretion and maintain all confidentiality. Ability to communicate on a professional level with a variety of internal and external stakeholders.

  • Analytical / problem-solving skills. In-depth understanding of project management in a design and construction environment and the ability to use that knowledge to inform solutions to identified needs.

  • Ability to examine policies, processes, and procedures in order to gain a clear understanding of business issues affecting operations, as well as experience in offering recommendations and suggestions for improvements.

  • Ability to envision technical solutions, communicate with both technical and non-technical staff while serving as the liaison between the two.

  • Ability to multi-task with demanding timeframes. Ability to monitor and report on the status of tasks assigned and manage own work as needed for a successful outcome. Demonstrated ability to communicate potential impediments and solutions prior to impacting deadlines or implementation dates.

  • Strong policy analysis techniques. Demonstrated ability to create operational solutions to solve identified problems.

  • Strong skills in analyzing, researching and synthesizing large amounts of data for preparing sound and relevant proposals / analyses. Proven ability to analyze information, situations, problems, policies and procedures and to formulate logical and objective conclusions from fact, situations, data and observations. Proven ability to make recommendations and take actions based on understanding and judgment of all factors involved.

  • Demonstrated ability to assess procedures and define requirements for business systems that streamline process and result in productivity improvement.

Pay Transparency Act

Annual Full Pay Range: $67,200 - $119,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $32.18 - $57.28

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
