DESCRIPTION
The Herbert Wertheim School of Public Health and Human Longevity Science is dedicated to creating and promoting public health innovations to advance equity, justice, and wellbeing for all. The School focuses on health, diversity, inclusion, and social equity in everything we do. In working to fulfill that vision, we are comprised of more than 125 primary appointed faculty and academics, 200 staff members, and 25 secondary appointed faculty and provide mentorship and instruction to 750+ BSPH undergraduate major students and 225+ postgraduate students across six degree programs as well as a clinical residency. We conduct research and instruction in public health disciplines such as Biostatistics and Bioinformatics, Climate & Environmental Health, Community Health Services & Preventive Medicine, Epidemiology, Global Health, Health Behavior, Health Equity & Justice, Health Policy, Public Mental Health & Substance Use, and Technology & Precision Health, totaling ~$255M in grants and contracts and housing five research service cores. We engage in research and teaching collaborations across the University and the community at-large. Partnerships with the community and with health agencies are fundamental to the School.
Under the direction of the Assistant Business Officer and Associate Dean for Business Affairs, the Director of PI Portfolio Financial Management manages the daily operation, planning, coordination, and supervision of the complex financial and administrative functions of the Herbert Wertheim School of Public Health and Human Longevity Science (HWSPH) PI Portfolio fund management administrative unit, managing over $55M annual, $255M total funding. PI portfolios include NIH, DOD, DOT, CDC, and other federally funded projects; state, foundation, industry, private, intramural, and other grants and contracts; NIH, AHA and other training grants; clinical trials; service agreements; gifts and endowments; recharge cores; institutional funding; and other funds. Manage, supervise, and mentor PI fund management unit staff, including a supervisor and pod leads in areas of pre and post award grant and contract administration and other PI funding. Responsible for the establishment and management of all sponsored projects and other PI funding in the School and for systems of reporting and ensuring financial and administrative controls. Develop, train, review, and provide complex financial reporting to include budget development and trend analysis, create and compile financial reports which track spending patterns, capture statistics and identify trends. Coordinates budget process as related to faculty, staff, academics, and student funding on PI funds. Serve as back-up for analysts when out of the office or when there are gaps in hiring replacements. Responsible for ECERT compliance.
Provide advice and guidance on complex policies and procedures, serving as the School’s expert, for PIs, business office, and School leadership. Consults and advises PIs, ABO, Associate / Assistant Deans for Research, Associate Dean for Business Affairs, and Dean on all aspects of HWSPH sponsored project and PI Portfolio activity. Contributes to strategic planning in the HWSPH Business Office. Works with School’s FRST grant proposal support team and general administrative support teams to ensure alignment and efficiency in matters related to pre-award and expenditures. Serves as member of School Administration Office Leadership Team. Represents the HWSPH to central offices and serves on shared teams and committees across the institution. Maintains positive and effective relationships with financial administrators in other schools, departments, ARC, VCHS Office, HSSPPO, SPF, controller, VCR Office, and other central offices.
Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Reviews and approves recommendations for functional programs. Provides guidance to team to achieve goals in accordance with established policies. Erroneous decisions or failure to achieve goals results in additional costs and personnel.
MINIMUM QUALIFICATIONS
Bachelor's degree in related area and seven or more years of relevant experience; or equivalent combination of experience, education and training.
Expert knowledge and experience in sponsored projects pre- and post-award processes and tools, program administration guidelines of Federal and non-Federal sponsors supporting research in a university environment. Demonstrated advanced experience at an academic institution with extramural research proposal preparation and post-award management with an emphasis on NIH and other biomedical related funding agencies, including awards with multiple subawards, international subawards, training grants, and program project/center grants, etc. Knowledge of industry best practices.
Advanced knowledge of grants and contracts transactions and applicable financial systems, as well as related policy, accounting and regulatory compliance requirements. Experience with all types of award mechanisms, including grants, contracts, service agreements, subcontracts, and cooperative agreements.
Demonstrated ability to plan, implement, and evaluate change in the workplace to align to the strategic goals of the organization.
Proven expertise developing objectives and policies, forecasting, trend analysis, budgeting, financial management, organizational management, supervising, and audit and compliance.
Demonstrated ability to negotiate mutually beneficial agreements.
In-depth knowledge of organization's operational, personnel, and financial transactions and systems related to administration of contracts and grants. Demonstrated experience to manage the daily operations, planning, coordination, and supervision of a sponsored projects team in biomedical or closely related sciences, including working with SPO, controller, general accounting and other central offices.
Demonstrated ability to work independently; excellent organizational and interpersonal skills. Demonstrated ability to multi-task effectively in a varied, high volume environment, judgment and decision-making, reasoning, ability to develop original ideas to solve problems, complex financial analysis and transactions. Skill in prioritizing a high volume workload to ensure priorities and other deadlines are met. Ability to maintain flexibility to redirect efforts when priorities change. Demonstrated ability to organize and prioritize multiple work assignments, managing both complicated long-range projects and proposals as well as short-term/immediate tasks, evaluate workload and resources, problem-solve.
Service orientation, strong management skills, leadership, sound judgment and decision making, critical thinking and creative problem solving. Demonstrated and progressive supervisory experience managing sponsored projects staff and teams, minimum four years, including hiring, onboarding, training, salary considerations, equity increases, stipends, overtime, bonus management, reclassifications, promotions, performance management, terminations, and annual reviews. Extensive experience with team building, group facilitation, strategic planning, and leadership skills to achieve goals through promoting collaboration, and promoting a service-oriented team environment.
Demonstrated skills using common desktop/web applications; understanding of research enterprise databases. Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports. Demonstrated high proficiency with Excel including pivots, filtering, and advanced formulae. Demonstrated long experience with NIH eRA Commons, grants.gov, Proposal Central, and other platforms.
Ability to communicate clearly verbally and in writing to multiple constituencies. Strong communication and interpersonal skills to communicate effectively, both verbally and in writing. Excellent interpersonal skills with a demonstrated ability to develop and maintain effective, productive, and cooperative professional relationships with employees at all levels of the organization and work collaboratively with individuals and groups to incorporate their ideas and adapt to their needs. Demonstrated professional, clear, and tactful written communication with a high level of grammar, punctuation, and formatting accuracy.
PREFERRED QUALIFICATIONS
Ten or more years of demonstrated biomedical or related field sponsored projects administration experience.
Experience with UCSD recharge core policies, rate reviews, and fiscal management.
Thorough knowledge of UCSD systems including Oracle, Kuali, UCPath, service agreements application, Health Sciences faculty compensation. VA and other federal agency IPAs/JPAs.
Current UCSD employee.
Current or recent University of California experience.

Pay Transparency Act
Annual Full Pay Range: $104,900 - $198,900 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $50.24 - $95.26
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
