DESCRIPTION

UC San Diego Human Resources is searching for a strategic and innovative leader to serve as the HR Business and Fiscal Operations Director. This position reports to the Chief Human Resources Officer (CHRO) and serves on the HR leadership team as an influential leader building synergies across the HR portfolio. Additionally, as a Human Resources leadership team member, collaborates with the CHRO and Human Resources unit Directors and Managers in strategic planning and implementation of campus-wide Human Resources initiatives.

The Director, HR Business and Fiscal Operations, is responsible for the centralized financial resource analysis, reporting, and business operations management within the Human Resources Department. Using initiative, provides high-level analytical support to the Chief Human Resources Officer and develops advanced budget modeling tools, systems, reports, and dashboards to guide management decisions. This position will be responsible for establishing and directing the long-range, financial, and strategic planning objectives for HR and UC San Diego’s Temporary Employment Services and will develop funding models and/or infrastructure to address ongoing operational and reporting needs. In addition, this position will independently conduct high-level research and data analysis to resolve complex financial problems and issues.

The Director, HR Business and Fiscal Operations, will provide financial and strategic decision support for all HR units to enable achievement of the organization’s long-term financial goals. This position will oversee all financial planning, recharge administration, assessment of overhead costs, and service agreements for self-supporting and other income-producing activities. Develops work plans, approaches and strategies for rate calculations, proposal development, rate negotiations, and compliance issues.

Uses advanced professional concepts and organizational objectives to resolve complex issues in creative and effective ways. Works on complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. Ensures the translation of programmatic needs into solid business plans, financial plans and forecasts. Exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results.

The ideal candidate will have an in-depth understanding of finance policies, practices, and systems and a track record of serving as a strategic advisor demonstrating initiative to conceptualize strategies, lead action plans, remove barriers, and enable organizational goals.

QUALIFICATIONS

  • Expert knowledge of finance policies, practices, and systems.

  • Ability to identify, collect, analyze, and report on complex data.

  • Expert ability using multiple spreadsheet and database software tools to synthesize and integrate information for highly complex, strategic financial analysis, fiscal management, and financial reports.

  • Expert ability to effectively communicate complex information to management both verbally and in writing in a clear and concise manner.

  • Expert interpersonal and consultative skills requiring organizational savvy; expert service orientation and critical thinking skills; attention to detail. Expert ability using organizational skills to multi-task in a high volume environment.

  • Expert ability using multiple spreadsheet and database software tools to synthesize and integrate information for highly complex, strategic financial analysis, fiscal management, and financial reports.

  • Skills to work collaboratively with other locations.

  • Proven skills to quickly evaluate complex issues and identify multiple options for resolution.

  • Expert knowledge and understanding of internal control practices and their impact on protecting University resources.
