DESCRIPTION

Physical Sciences is a large and complex school within Academic Affairs and is overseen by the Dean of Physical Sciences with the assistance of an Assistant and Associate Deans. The School's organization is comprised of four departments: Chemistry & Biochemistry, Physics, Mathematics, and Astronomy & Astrophysics. Each department is headed by a Department Chair who works to represent their department and as well as participates collaboratively with the Dean. The School has approximately 200 faculty FTE, ~50 professional researchers, ~120 postdoctoral scholars, ~45 Unit 18s/lecturers, ~200 staff in career/casual titles, and ~100 student workers and volunteers. Approximately 4,000 undergraduate students enrolled in our majors, with annual enrollments of 76,000, and approximately 700 graduate students. The school has approximately $184M in total annual expenditures, $100M in annual core budget, and ~$76M in sponsored project funds per year. The School occupies space in 8 buildings, totaling ~600,000 square feet, including class laboratories and instructional space, research labs, and multiple recharge facilities.

Independently manages all departmental/personnel matters related to human resources, employee relations, labor relations, classification and compensation, recruitment, payroll and timekeeping, and training and development for the School of Physical Sciences Dean’s Office, Institutes, Centers, and Academic Departments with 200+ staff, academic employees, students, and post-docs. In coordination with the AP Manager, oversees and approves academic UCPath entries for non-senate faculty, including appointments, reviews and personnel actions, leaves, visas, salary administration, benefits, separations, grievances, layoffs, and recruitment. Manages a wide variety of complex issues, exercises leadership, discretionary authority, high level of creativity, negotiation, investigative, analytical, and problem-solving skills. Supervises and trains existing HR staff and new employees.

Serves as principal advisor to the School's Business Officer and Asst. Dean on all HR matters. Formulates or participates in formulating management policies on the full spectrum of imperative and strategic HR topics. Develops, interprets, implements, and revises school policies, procedures, and guidelines. Packages and presents this information in clear terms to managers and employees. Plans, implements, and conducts statistical analyses and produces analytic reports relevant to department policymaking or procedures. Creates, implements, and maintains effective systems of internal and external coordination. Represents the School on HR affairs and serves as a liaison to School departments bringing issues and concerns forward to EVC and campus levels. Serves as initial point of contact for staff ER issues. Provides recommendations for action to Assistant Dean, CAOs, and other managers, escalating as necessary. Advises administrative and faculty supervisors on layoff and reduction in time procedures.

Acts as schoolwide HR liaison representing and advocating for all units within Physical Sciences with campus HR and other central partners. Represents Physical Sciences on various campus workgroups and committees as needed. Provides leadership to anticipate and solve problems, guides direct reports in anticipation and resolution of problems, provides training, and shares best practices. Promotes HR team collaboration and customer service standards and goals. Reviews workload and makes workload assignments. Monitors timely progress of HR activities and intervenes with guidance to the team to expedite progress or overcome barriers. Promotes a positive work environment and culture. Recommends process improvements and participates in implementation. Maintains and updates the School's manuals, handbooks, and forms. Participates in the School's strategic planning and goal setting. Develop strategies for organizational development and evaluate programs and staffing to maximize organizational effectiveness.

Consults with campus departments such as Staff Education, Central HR units (e.g. Compensation, Talent Acquisition), and the EVC Office to coordinate training efforts and share resources. Consults with staff to design, implement, and evaluate customized internal training. Consults with employees to assess and plan individual development and training needs. Serves as an advisor on organization development and human resources matters. Makes recommendations to leadership and independently implements them. Oversees and ensures compliance of employees with regard to mandatory training-related requirements (e.g. preventing harassment & discrimination, IIPP, cyber security awareness, ethics briefing, abusive conduct in the workplace, etc.).

Develops, administers, and updates effective, efficient processes related to the recruitment, appointment, and performance management of the School's staff employees and non-academic student workers. Analyzes/interprets policies and procedures and serves as advisor on all staff and student worker personnel matters, including recruitment, selection of personnel, job offers, compensation, pay equity, payroll, onboarding, and performance management.

Oversees all UCPath entries related to staff; approves entries. Oversees Ecotime processes. Serves as an expert related to complex payroll/paycheck discrepancies when the regular resolution process fails and expert intervention is needed with UCPath or Payroll. Administers, advises, and makes recommendations on the School's STAR nomination process, stipend request process, short-term exception/dual appointment process, and TES request/placement process.

  • The incumbent must be able to work evenings and weekends, as necessary, to ensure appropriate administrative and technical support is available outside of standard business hours.

  • Work Schedule: Hybrid, 3 days in the office.

QUALIFICATIONS

  • Demonstrated experience managing a broad scope of human resource-related functions and extensive experience in human resource management in a large, complex, and unionized environment. Thorough knowledge of human resources concepts, policies and procedures, employment practices, labor relations, salary administration, training and other areas of human resources.

  • Demonstrated professional experience in developing and updating job descriptions and justifications for service, production, professional, and management-level positions. Thorough knowledge of job classification requirements, analysis, and procedures.

  • In-depth knowledge of and experience with the recruitment process for professional positions in a diverse and competitive marketplace. Proven skill in planning and executing the advertising, resume gathering, and final selection process for technical personnel.

  • Proven success and ability to provide appropriate administrative and disciplinary actions to manage policy compliance in organized and non-organized areas. Use professional judgment in situations for which there are no established criteria or standards or where answers to problems are not readily apparent and initiate action and solutions. Utilize effective negotiation skills in the performance of functions to produce a satisfactory outcome for all parties concerned.

  • Demonstrated knowledge of and experience with the visa procedures and policies and immigration laws pertaining to foreign scholars.

  • Knowledge of and experience with academic personnel processes and policies related to recruitment, appointment, review, benefits, and salary administration.

  • Possesses strong analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills. Demonstrated expertise and ability to collect and analyze data, interpret policies and procedures, and apply them to routine as well as unique and complex situations. Strong demonstrated experience and proven ability to establish or recommend alternative solutions. Expertise to develop innovative approaches, techniques, and procedures to provide more efficient and responsive services.

  • Strong, effective supervisory skills and demonstrated ability to provide leadership that motivates and promotes team-building, creates a positive work environment, and fosters the Principles of Community. Ability to analyze workflow and determine effective staffing structures to meet the operational and service needs of the organization. Ability to address and resolve performance problems and other personnel issues and concerns.

  • Knowledge of a human resources management system (HRMS), and / or other related business software programs and systems.

  • Demonstrated knowledge of computer systems and applications, including word processing, database, spreadsheet, and presentation software. Ability to incorporate computer technology to improve processes. Willingness and ability to update and increase computer skills and knowledge as needed.

  • Skilled in communicating clearly and effectively verbally and in writing. Ability to communicate effectively one-on-one or in group settings, taking into account differences in social, cultural, professional, and educational backgrounds.

  • Demonstrated ability to handle very difficult or volatile situations / individuals effectively.

Pay Transparency Act

Annual Full Pay Range: $77,000 - $139,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $36.88 - $66.67

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
