DEPARTMENT OVERVIEW

The D-ENTERPRISE (Diversifying & Engaging the Navy through Technical Education & Recruitment Partnerships for Research Innovations in Science & Engineering) program is focused on engaging and supporting undergraduate and graduate BIPOC students in oceanographic science and engineering, particularly through mentorship, career exposure and counseling, and unique research experiences. The program will focus on providing access to a wide array of Navy relevant ocean science careers, including opportunities for paid internships with the Navy.

POSITION DESCRIPTION

Reporting under the Director of Diversity Initiatives, the D-ENTERPRISE Program Manager is responsible for the implementation and coordination of the D-ENTERPRISE and EDI summer student program, including facilitating and maintaining consistent communication among partner institutions and key Navy partners; planning and coordinating workshops including the kickoff workshop, mentoring workshop, and an annual conference; creating a sustained mentoring framework for students; and facilitating the evaluation of the program. Serves as the primary point of contact and works both independently and with key partners to develop and implement the program. The Program Manager collaborates closely with academic and Navy partners to establish lasting relationships and align research and scientific support for stakeholder needs. Contributes to communications planning and is responsible for the program and project reporting on an iterative basis. Designs and implements events, training and workshops involving scientists and students. Acts as a liaison and resource for grant proposal development and administrative interface with the various development and business management office staff at partner institutions.

The Program Manager is also responsible for supporting and coordinating the D-ENTERPRISE summer internship program hosted at Scripps and partner institutions. In collaboration with partner faculty, assists in the recruitment of student participants, development and coordination of internship programming, cultivation of support network of faculty and naval mentors, develop program budget and monitor expenditures. Cultivates a sense of community for the D-ENTERPRISE students interning on the Scripps campus and also provides administrative and logistical support to the Director of Diversity Initiatives’ efforts to develop and implement a cohort-based summer experience for underrepresented students participating in the broad variety of summer programs available on the Scripps campus. Support may include but is not limited to, organizing social events, professional development workshops, and affinity-based gatherings that connect the D-ENTERPRISE students with other students interning at Scripps, and if applicable, on the UCSD campus (i.e. students participating in UC-HBCU, STARS, etc.

QUALIFICATIONS

  • Experience in managing small to mid-size programs. Minimum five (5) years of experience in program management. Demonstrated experience managing and work directing staff, interns, students, contractors, and multi-partner work groups.

  • Demonstrated experience leading and managing program strategic direction with multiple partners.

  • Thorough knowledge of administrative, budgetary, human resources and financial principles and practices.

  • Proven experience in design and implementation of multi-disciplinary events, training, and workshops involving scientists and stakeholders, with underrepresented student groups in particular.

  • Proven ability to recognize problems, develop solutions, and evaluate results or progress.

  • Multicultural competencies: ability to work with diverse populations. Knowledge of undergraduate and graduate student diversity issues, policies, programs, laws and regulations, with proven experience in assessing special needs of applicants and students from diverse populations.

  • Strong ability to work collaboratively with internal and external peers and managers. Demonstrated ability to create and maintain high level government partnerships, including the development of successful academic-public agency partnerships. Experience building trust and collaborative relationships across a diverse stakeholder community.

  • Strong interpersonal skills and ability to work with diverse groups to achieve results. Demonstrated experience leading diverse stakeholder and scientist groups and networks to develop common objectives and plans for climate change impacts and adaptation strategies.

  • Strong oral and written communication skills. Demonstrated ability to present, speak, listen, and write in a clear, thorough, and timely manner using appropriate and effective communication tools and techniques. Demonstrated public speaking and communication skills with the ability to make effective presentations before large and small groups incorporating tact and diplomacy with students, staff, faculty, naval program affiliates, and the public while networking and building collaboration.

  • Proficient in the use of computers for: Microsoft Word, basic accounting, Excel, databases, and spreadsheets.

  • Strong ability to think creatively and independently on concepts requiring advanced analytical skills. Demonstrated ability to understand and synthesize diverse ideas, perspectives, data and approaches to address complex problems. With a thorough assessment of challenges and opportunities, develops strategic approaches to address challenges and aligns partners and resources for collaborative design and implementation.

  • Proven ability to use good judgment and maintain confidentiality. Good judgment and effective decision-making and problem resolution skills, including skill to recognize and deal effectively and appropriately with real and potential problem areas, including skill to determine the issues / problems that need to be brought to the attention of higher level staff and / or management.

  • Established strong organizational and time management skills; proven ability to set priorities which accurately reflect the relative importance of job responsibilities, and take into account deadlines, competing requirements and complexity.

  • Demonstrated integrity, dependability, sound judgment, diplomacy, and resourcefulness with a strong work ethic. Proven ability to respect issues of a sensitive or confidential nature.

  • Working knowledge of concepts, principles and practices of event planning and production and public relations.

SPECIAL CONDITIONS

  • Job offer is contingent upon satisfactory clearance based on Background Check results.

Pay Transparency Act

Annual Full Pay Range: $85,400 - $156,800 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $40.90 - $75.10

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
