The Chief Revenue Cycle Officer leads the system-wide coordination and optimization of the revenue cycle. As the leader of this important function, the Chief leads revenue cycle operations and champions revenue cycle improvement at all levels throughout the organization, inclusive of the hospitals and the physician group. Through development and implementation of a world class revenue cycle program across all UCSD Health facilities and departments, this leader will support a standardized approach and service level for the System. The Chief Revenue Cycle Officer will also serve on the Executive Team for the organization.
The Chief Revenue Cycle Officer will assume strategic and operational accountability for all aspects of the revenue cycle, including Patient Access, Health Information Management/Coding, Revenue Integrity, Patient Financial Services, the Single Business Office and the Physician Revenue Cycle. In addition, this role takes responsibility for physician education and the auditing of documentation and coding. As an academic medical center, UCSD has a robust clinical research portfolio. The leader also oversees clinical research billing, for both the hospital and physician.
This leader will drive collaboration with other teams across the system, including the contracting office. The Chief Revenue Cycle Officer will serve as a member of the contracting committee and will lead the annual strategic pricing initiatives. In addition to the contracting office, the Chief Revenue Cycle Officer will also work closely with Information Services and the Compliance department.
- Responsible for leading revenue cycle. This includes the development, implementation, and maintenance of a system strategy for revenue cycle that ensures the effective and efficient realization of the health system’s goals.
- Through effective leadership, ensures excellent levels of service for revenue cycle processes across the health system.
- Responsible for the effective and efficient utilization of revenue cycle resources.
- Clearly defines and communicates revenue cycle performance expectations to staff to achieve health system goals in the areas of patient access, patient billing and collections, and customer satisfaction.
- Ensures that performance expectations are measured and reported through a timely, clear and transparent system of metrics.
- Ensures the development, implementation of and compliance with appropriate policies and procedures regarding the revenue cycle function across the health system.
- Effectively communicates with all revenue cycle stakeholders to ensure that the group is meeting the expectations of its many customers.
- Ensures an effective compliance program is in place and that the health system maintains compliance with relevant federal, state, and local regulations governing all aspects of the revenue cycle.
Functional Areas of Responsibility:
The Chief Revenue Cycle Officer will lead a team of nine direct reports, with approximately 600 total FTE’s, in the following functional areas:
- Patient Access: financial clearance, registration, admitting, and financial counseling
- Health Information Management/Coding: medical records and hospital coding
- Revenue Integrity: hospital and physician charge management and charge capture
- Hospital Patient Financial Services: billing and collections, as well as payment processing
- Physician Revenue Cycle: ambulatory billing and payment processing, coding, and provider enrollment
- Business Office: customer service and single statement billing
- Physician Education: clinical documentation audit and coding training
- Clinical Research Billing: research study billing and Epic research module implementation
- Continuous Improvement: business analytics, project management, and revenue cycle training
Bachelor’s degree in Business, Accounting, or related field is required. Master’s degree in Business, Accounting, Healthcare, or related field is preferred.
Ten (10+) or more years of progressive experience in healthcare revenue cycle management required.
Proven competency and senior operational leadership experience in a large, complex organization with multiple locations and matrix accountabilities - ideally an academic medical center.
Demonstrated strategic thinking, keen judgement and planning skills
Track record of achieving results and developing team members
