DESCRIPTION

Responsible for managing the administrative operations of a school, OR a medium to large academic department, OR several small departments within a college, OR a medium to large non-academic department. Typically includes all or most of the following functions: IT, facilities, student services, contracts and grants, budgetary financial management and / or human resources. Manages a professional staff, typically large, and / or comprised of professionals in various fields. Assumes accountability for decisions made by subordinates. Performs long and short term planning for function. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

With a dotted-line reporting relationship to the Senior Assistant Dean and Chief of Staff in the Jacobs School of Engineering, incumbent serves as the Chief Administrative Officer (CAO) and principal advisor to the Chair of Mechanical and Aerospace Engineering, a dynamic and internationally prominent department with strong interdisciplinary research portfolio and with attractive educational programs. The CAO is responsible for the overall leadership and management of all administrative activities in the department including: fiscal management; contracts, grants and gifts; payroll; human resources; student affairs; internal controls and risk management, external affairs including alumni engagement. Oversee the management of research and teaching laboratories, shops and office space and the inventories of all departmental and ORU space and facilities, as well as their assignment, utilization, and safety procedures. Exercise maximum initiative, creativity, and leadership within the parameters of Department, ORU and University policies and regulations to accomplish the goals and objectives of the Department.

QUALIFICATIONS

  • Broad knowledge of the organization's processes, protocols and procedures with a focus on budget, account and fund management and / or personnel management under labor contract(s) and personnel policy.

  • Broad knowledge of financial analysis and reporting techniques; human resources and risk management planning; and / or accounting and payroll.

  • Strong verbal and written communication skills; ability to influence / persuade all levels of staff.

  • Skills in organization and customer service to effectively manage multiple important priorities. Proven ability to organize department work functions in an efficient and effective manner.

  • Broad knowledge of common organization-specific and other computer application programs.

  • Skills to work collaboratively with other locations.

  • Proven skills to quickly evaluate complex issues and identify multiple options for resolution.

  • Demonstrated management and conflict resolution skills to effectively lead and motivate others.

  • Strong organization, problem solving, negotiation, and decision making skills. Expertise in clarifying and resolving conflict situations.

  • Proven ability to function effectively in a changeable environment. Ability to provide leadership in implementing organizational change.

  • Demonstrated ability to view planning and operational issues in a comprehensive picture both in terms of current complexities and interactions, and in long-term consequences.

  • Strong human resources management skills including understanding of issues working within a complex higher education organization such as UCSD.

  • Ability to develop, implement, and oversee information management systems.

  • Demonstrated understanding of ethical issues in a University setting and the ability to instill and maintain appropriate standards of behavior and feedback.

  • Demonstrated knowledge and experience in contract and grant administration.

  • Demonstrated ability to use initiative, creativity, and resourcefulness to accomplish duties.

  • Knowledge of and ability to implement proper risk management practices.

  • Demonstrated leadership skills and experience with proven ability to apply management principles, practices, and techniques in the conduct of business for a large multi-discipline, public and privately funded academic research department.

  • Demonstrated ability to establish appropriate controls and operate effectively within a controlled environment.

SPECIAL CONDITIONS

  • This position is eligible for a Hybrid flexible work arrangement, which could include a non-standard work schedule, and/or the ability to work off-site part of the time.

Pay Transparency Act

Annual Full Pay Range: $78,900 - $179,900 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $37.79 - $86.16

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
