This position will work a hybrid schedule which includes a combination of working both onsite on Campus and remote.

DESCRIPTION

The Herbert Wertheim School of Public Health and Human Longevity Science is dedicated to creating and promoting public health innovations to advance equity, justice, and wellbeing for all. The School focuses on health, diversity, inclusion, and social equity in everything we do. We believe this starts in the workplace, where we actively strive to ensure a sense of belonging for everyone and honor the idea that through our differences, we are better together. In working to fulfill that vision, we are comprised of more than 125 primary appointed faculty and academics, 200 staff members, and 25 secondary appointed faculty and provide mentorship and instruction to 225+ postgraduate and 650+ undergraduate major students across six degree programs and a clinical residency. We conduct research and instruction in public health disciplines such as Biostatistics, Climate & Environmental Health, Community Health Sciences & Preventive Medicine, Epidemiology, Global Health, Health Behavior, Health Policy, Public Mental Health, and Technology & Precision Health, totaling ~$125M in grants and contracts and housing five research service cores. We engage in research and teaching collaborations across the University and the community at-large. Partnerships with the community and with health agencies are fundamental to the School.

The Business Officer oversees the smooth and efficient administration of operations within the Border Outreach Program, encompassing a range of border-focused public health activities. The largest project within this program is the Asylum Seeker Medical Screening and Stabilization Program, which provides medical screening and stabilization for asylum seekers arriving in San Diego. This collaborative effort involves Jewish Family Services, Catholic Charities, other state agencies, and the County.

In collaboration with the Executive Advisor and Directors, the Business Officer develops, coordinates, implements, and evaluates operations to ensure performance consistent with the goals and objectives of the department and the Asylum Seeker Medical Screening and Stabilization Program. The Business Officer will undertake project management responsibilities, coordinating the implementation of new processes - by tasks and sub-tasks. They will also oversee inventory management, data analysis, scheduling, training, procurement, invoicing and beyond. The role is to ensure seamless collaboration and alignment across the entire project, ensuring that all components integrate effectively to achieve desired outcomes.

The Business Officer is responsible for supervising the administrative services of a large academic department within a school OR college OR non-academic department (program). Administrative services include all or some of the following functions: IT, facilities, contracts and grants, budgetary financial management and / or human resources. Supervises support and / or professional staff. Management of clinicians will be in partnership with the Medical Director and/or Assistant Medical Director and includes participation in recruitment, onboarding, and personnel management.

MINIMUM QUALIFICATIONS

  • Nine (9) years of related experience, education/training, OR a Bachelor's degree in related area plus five (5) years of related experience/training.

  • Solid knowledge of the organization's processes, protocols, and procedures with a focus on budget, account, and fund management and/or personnel management within labor contract(s) and personnel policy.

  • Utilizes supervisory and organizational skills to effectively supervise staff and to manage the complex workflow and multiple priorities involved with clinic/center administration.

  • Demonstrated project management experience.

  • High level of political acumen, diplomacy, professionalism, and integrity to act appropriately and with sensitivity in a culturally diverse environment.

  • Solid knowledge of common organization-specific and other computer application programs.

  • Solid interpersonal skills including verbal and written communication, active listening, critical thinking, persuasiveness, advising, and counseling to effectively motivate others.

  • Solid skills to quickly evaluate complex issues and identify resolutions.

  • Solid organizational and customer service skills to effectively manage multiple priorities.

  • Solid knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.

  • Demonstrated skills in employee supervision and HR administration.

PREFERRED QUALIFICATIONS

  • Knowledge of University-wide and UCSD support departments, policies and procedures, particularly in regard to the areas of resource planning, staffing and academic administration, management, facilities projects, and budget authorization.

  • Thorough knowledge of clinical, academic, and research operations and funding sources, including Pro Fees, ASCs, state/institutional funds, public and non-profit grants, industry LSAs and contracts, etc.

SPECIAL CONDITIONS

  • May be required to travel to San Diego and Imperial clinics sites, UCSD campus, and Greenwich office.

Pay Transparency Act

Annual Full Pay Range: $82,500 - $151,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $39.51 - $72.56

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
