DESCRIPTION

Under the general direction of the Building Operations Manager, plans, organizes, directs, and coordinates skilled Locksmiths, Painters, Carpenters, sheet metal workers, maintenance mechanics, building maintenance workers, Systems operator, and Sign-Makers involved in the maintenance, repair, and improvement of buildings, facilities, and related systems, oversee and daily activities of Carpentry shop, SIO, Lock Shop, paint shop sheet metal shop and other Facilities Management (FM) Building Operations staff as needed for all UC facilities and utilities located at the Main Campus, Scripps Institution of Oceanography (SIO), Mount Soledad, MarFac Nimitz Facilities, and Camp Elliott 24/7/365 days per year. Oversees the installation, modification, maintenance, overhaul adjustment, and repair of all Locksmith work, campus-wide painting projects (all projects including but not limited to low voltage wiring, electrified door panic hardware, setting up complex database systems for access to controlled security systems, maintenance of locks for cabinets, desks, padlocks lock sets, exit devices, door closures, floor checks and safes, duplication of all types of keys by machine or hand, maintenance of campus master key systems, and installation of all types of locks, exit devices, door closures, paint matching, flooring repairs, and signage projects.) Prioritizes schedules and supervises campus-wide Lock, Paint, and Sign shops; responsible for quality and quantity of work. Provides guidance to shop teams to ensure prioritization and effective planning of urgent jobs and ability to carry out scheduled work.

Ensures all systems, including mechanical, electrical, plumbing, and fire protection, meet University and organization standards. Make decisions about methods of work (in-house or contract), staffing, and sequence of operations necessary to locate, install, test, repair, modify, certify or improve building, sea water and utility distribution systems including preventive and planned maintenance programs for jobs and projects up to $100,000, for: * All Building Mechanical Systems (internal): * High Temperature Hot Water (HTHW) * Chilled Hot Water (CHW) * Steam * Compressed Air * Vacuum * Plumbing and Piping * Fire Sprinkler * Building Heating and Ventilation * HVAC Controls (direct digital, electronic and pneumatic type) * Building Automation Controls lighting, monitors, fire protection systems, critical lab environment, critical sub-systems and vivarium life support systems. * All Utility Distribution Systems (external): * Seawater Pumping, Storage, Filtration and Distribution * Renovation and Alteration of Main Utilities, Building and Mechanical * Fabrication and Repair of Assigned Building Systems and Equipment * Regular Testing and Operation of all Campus Emergency Generators, Eyewash/Showers and Building Fire Protection * Research Equipment such as Sterilizers, Cage Washers and Vivariums * Commercial Refrigeration Systems to include up to 350 Ton Chillers * Buildings to include Structural Components, as well as Roofs, Walls, Floors, etc. * Potable Water Distribution * Sewer, Storm Drain, and Acid Waste Distribution * Electrical Distribution * Natural Gas Distribution.

Ensures the organization occupancy needs are met. Maintain and report on primary building systems and components encompassing over 10.2 million square feet to better understand how systems are functioning, what equipment is causing service calls, what will need to be repaired and/or replaced and incorporate findings into facilities planning and budgeting processes. Ensure that all environmental requirements are met, by participating with Environment, Health & Safety (EH&S) staff to understand new and existing legislation and the implementation methods being deployed by UCSD. Provide direction to Building Operations Maintenance teams to ensure effective planning, prioritization and ability to carry out scheduled work (ie: Maximo training, distribution of work via Maximo, job planning, etc.). Establish the quality and timing of assigned work and ensure teams have the necessary tools and supplies to fulfill the work. Establish and maintain positive and cooperative working relations with all members of the FM Department and Campus Community. Take a pro-active role with key building occupants and epitomize a strong customer orientation.

Identifies problems and develops solutions, such as allocation of resources or changing project scope. Provide input for short and long term divisional and departmental goals. Participates in FM’s short and long term strategic planning. Make recommendations to Assistant FM Director of Building Operations on organizational structure to meet short and long term operational and human resource planning needs. Ensures project requirements are defined, building management contract and contract changes are negotiated, operating budgets established and the financial terms and conditions of the contract are identified. Prepare work orders, purchase requisitions, purchase orders and contracts as necessary. Monitors adherence to master plans, budgets and schedules. Manage Building Operations Maintenance portion of FM’s maintenance budget to ensure Building Operations Maintenance expenditures do not exceed allocation for area of responsibility. Review budget and expenditures on a regular basis and develop plan for adjustments as needed. Selects, develops and evaluates staff. Strengthen Division workforce, by using sound judgment in hiring and training assigned staff. Screen applications, interview candidates and make selection recommendations for new hires and promotions within area of responsibility. Train and assign work to new and continuing employees. Coordinate and assign shop workloads to ensure effective workflow. Provide guidance on performance standards and University procedures. Leadership and Oversight: Direct and coordinate the planning of work in progress and ensure proper quality control. Provide strong leadership to ensure a participatory environment. Foster and encourage a team approach to work performance.

Works with the organization occupancy and facilities building project planners to coordinate the planning, design, and implementation of general and specialized facilities, new buildings, and modifications (general or specialty labs). Review detailed, complex plans and building specifications through the interpretation of blueprints, sketches and wiring diagrams, following technical, verbal or written instructions and guidance by trade practices, manufacturer’s or underwriter’s specifications. Review preliminary estimates for renovation and alteration projects, new buildings and customer modifications and make recommendations to ensure continuity of building utilities with minimal interruptions or outages. Establishes and oversees health and safety standards. Supervise work performed in confined spaces such as vaults, manholes, pressure vessels, overheads, cores and E.E.C's. Instruct teams of the dangers encountered through typical hazards of the workplace and the special hazards that may be encountered at UC San Diego such as bio hazards, radiation, chemicals and asbestos. Ensure that accepted procedures for dealing with potential hazards are followed by employees. Immediately investigate and report accidents/injuries on the job. Prepare and submit accident reports according to policy.

Emergency building repair and response: Coordinate and implement Building Operations Maintenance's emergency response activities related to building and utility services to minimize damage, restore normal operations, protect lives and property during major events such as power outages and/or natural disasters such as fires, earthquakes, etc. Make critical decisions to return skilled Building Operations Maintenance or (as necessary) Skilled Trades personnel to campus when emergency situations occur such as: power/electricity, water, and gas outages, utility systems and building equipment malfunctions, critical lab and life support system failures, flooding or fire emergencies that threaten campus operations.

Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Formulates, implements, and monitors facilities management policies and programs. Develops plans to meet objectives and deliver results. Manages fiscal, physical and personnel resources and may manage multiple facilities and personnel.

QUALIFICATIONS

  • Graduation from college with a major in engineering, business administration, architecture or related degree with progressively responsible experience in facilities management, maintenance and repair; or an equivalent combination of education and experience.

  • Broad knowledge in the areas of facilities management, space planning and allocation, security, fire and safety and emergency preparedness. Strong working knowledge, skill and ability in the areas of: building and sea water mechanical systems; HTHW and CHW systems, air, steam, vacuum, plumbing and other piping systems; HVAC control (pneumatic & Direct Digital Controls) systems; chemical treatment programs; utility distribution systems; planned program maintenance.

  • Strong skills in management, regulatory compliance and operations planning. Experience managing and administering a maintenance and repair operation that includes budgeting, planning, staffing, technical requirements as well as customer care.

  • Strong skills in leadership, motivation of staff and team-building. Experience leading and managing professional and highly skilled work teams in a technically complex, diverse and widely dispersed work environment.

  • Demonstrated supervisory skills including, but not limited to: performance evaluations and use of sound judgment in recommending hires, promotions, classifications, disciplinary and dismissal actions.

  • Strong understanding and experience implementing effective operational and human resource practices. Experience managing staff/employees and programs in a union environment.

  • Strong analytical, research and report preparation skills to meet regulatory and budgetary reporting requirements. Experience with job tracking, labor reporting, purchase orders, critical project analysis reports, and data input to assure accurate job costing.

  • Strong skills to facilitate and collaborate with various internal and external constituencies on short- and long -term facilities planning and management.

  • Strong skills in verbal and written communications. Excellent interpersonal and communication skills, including verbal and written methods. Ability to proactively and professionally handle a variety of situations at various levels in the University community (from line staff, building operators, management and faculty).

  • Experience operating personal computers using a variety of software packages, including MS Outlook, Word, Excel, Access, JobBoss, File Maker Pro, Oracle, Online timekeeping - HBS, Internet Explorer and computerized maintenance management system (MAXIMO), Facilities Link, and Auto CAD.

  • Experience and knowledge to inspect construction in progress (general and specialty structures)and read, sketch and interpret plans and specifications. Experience reading and interpreting blueprints, sketches and wiring diagrams; technical, verbal or written instructions and guidance by trade practices, manufacturer's or underwriter's specifications. Advanced knowledge of building codes, rules and regulations.

  • Substantial knowledge and understanding of engineering fundamentals, with respect to building mechanical systems, utility distribution systems and equipment.

  • General knowledge, skill and ability in the renovation, alteration and repair of building and mechanical systems.

  • Ability to accurately order, receive, distribute and authorize payment for new campus wide purchasing tool "Marketplace".

  • Knowledge of the campus building automation system (Metasys) that controls comfort heating and cooling, indoor air quality, sea water storage, pumping and distribution, lighting controls and climate controlled research facilities.

  • Strong analytical and problem solving skills. Experience interpreting and presenting detailed information and performance metrics in person and in written format.

SPECIAL CONDITIONS

  • DOJ, FBI, and DMV background checks and clearances required prior to hire.

  • Must possess and maintain valid California Driver license and participate in DMV Pull Program.

  • Must be able to respond to campus emergencies to manage a 7-day, 24 hour maintenance and surveillance program.

  • Ability to work in morgues, gross anatomy and pathological laboratories where human and animal bodies or parts thereof may be exposed to view of worker.

  • May be required to work in the vicinity of labs contaminated with bio-hazardous substances.

Pay Transparency Act

Annual Full Pay Range: $104,900 - $198,900 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $50.24 - $95.26

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
