DESCRIPTION

Academic Affairs is the largest of the vice chancellor areas at UC San Diego. Led by the Executive Vice Chancellor (EVC), it is comprised of seven academic schools, eight undergraduate colleges, the Library and the Division of Extended Studies. The executive vice chancellor area also includes the Divisions of Undergraduate Education, Graduate Education and Postdoctoral Affairs, Enrollment Management, several academic support units, as well as units under the purview of the Vice Chancellors for Student Affairs and Equity, Diversity & Inclusion. Academic Affairs annually manages expenditures in excess of $1.5B, 3M ASF of space and employs over 13,500 academic, staff and research employees. The Office of the EVC provides leadership and support to the units in Academic Affairs and is responsible for policy and procedure development, communication and implementation, resource administration, training and guidance, and professional development for administrators, faculty, and staff.

The Campus Privacy Office within the Office of the EVC, provides thought leadership, policy development, advocacy, and risk assessments to the campus community related to bodily, territorial, communication, and data privacy. Institutional Research, which also reports to the EVC, enhances and fosters the effectiveness of UC San Diego by collecting, analyzing, and interpreting a wide variety of data.

Under the direction of the Executive Director of Institutional Research (ED-IR) and Chief Privacy Officer (CPO), and reporting to the EVC Office Deputy Chief of Staff, the Administrative Analyst, Offices of the EVC, provides project management, analytical, and program coordination support to advance the work of the Campus Privacy Office and Institutional Research (IR).

The position involves analytical studies on a variety of policies, projects, programs and issues in support of the Campus Privacy Office and Institutional Research. The incumbent assists in policy and program planning, training, development, and administration; interprets, monitors and analyzes information regarding policies and procedures and provides advice to department administrators and other stakeholders.

The position applies knowledge (acquired as part of the role) and professional concepts to conduct impact assessments of moderate scope and complexity and address a variety of policy, research, and procedural issues. Fully analyzes issues and problems, gathers information and context, evaluates alternatives, and makes sound recommendations.

The incumbent works with the CPO to implement UC San Diego’s Guiding Principles for Privacy and to comply with California Information Practices Act (IPA), Family Educational Rights and Privacy Act (FERPA), General Data Protection Regulation (GDPR), and other privacy regulations and UC policies. This position coordinates with campus stakeholders on relevant policies and procedures, supports the delivery of education and training on privacy matters and data ethics, conducts preliminary impact assessments of projects, programs, vendors, and third parties, may represent the CPO and IR on campus-wide and systemwide workgroups, as assigned, assists the CPO and ED-IR in providing advice for campus partners, has responsibility for processing and reviewing data subject requests, reviews requests for access to information and spaces without consent for consistency with UC policies and ethical considerations, advocates for data ethics and the privacy of the campus community, and assists in privacy incident investigations and responses, as needed.

This position exercises considerable judgment that has legal and fiscal impact for the campus. Promotes a culture of equity, diversity, inclusion, ethical conduct and respect.

QUALIFICATIONS

  • Demonstrated experience in providing full range of independent administrative, operational and project management support combined with proven skill to coordinate activities of moderate complexity and use independent judgment to organize and prioritize.

  • Demonstrated experience processing financial transactions in the areas of purchasing, expense reimbursements, invoice payments, and travel.

  • Demonstrated experience managing logistics of meetings and events, which may include committee meetings, trainings, webinars and workshops (in-person, hybrid and virtual).

  • Demonstrates ability to analyze, research and synthesize large amounts of data with strong attention to detail.

  • Proficient in ability to multi-task with demanding timeframes.

  • Working knowledge of applicable policy analysis techniques.

  • Proficient in communication and interpersonal skills to communicate effectively, both verbally and in writing.

  • Demonstrates ability to use sound judgment in responding to issues and concerns.

  • Political acumen and sensitivities to the differing perspectives and political circumstances within all levels of an organization and external constituencies. Demonstrated competency and commitment to equity, diversity, and inclusion.

  • Working knowledge of common organization- or research-specific and other computer application programs. Proficiency with common computer application programs, including MS Office Suite (Word, Excel, PowerPoint), Adobe Acrobat, calendaring, project management tools, web CMS and web-based applications.

SPECIAL CONDITIONS

  • Job offer is contingent upon satisfactory clearance based on Background Check results.

  • Duties may require direct contact and/or supervision of children (defined as individuals under the age of 18); completion of the Child Abuse and Neglect Reporting Act (CANRA) form will be required.

Pay Transparency Act

Annual Full Pay Range: $56,700 - $97,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $27.16 - $46.70

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
