DESCRIPTION

Academic Affairs is the largest of the vice chancellor areas at UC San Diego. Led by the Executive Vice Chancellor (EVC), it is comprised of seven academic schools, eight undergraduate colleges, the University Libraries, Division of Extended Studies, Enrollment Management. The vice chancellor area also includes academic support units, as well as the units under the purview of the Vice Chancellors of Student Affairs and Equity, Diversity & Inclusion. Academic Affairs annually manages expenditures in excess of $1.5B, 3M ASF of space and employs over 13,500 academic, staff and research employees. The Office of the EVC is responsible for policy and procedure communication and implementation, resource administration, training and guidance, and program development for administrators, faculty, and staff within the EVC areas.

The VC Academic Affairs Hypercare Research Administrator is responsible for comprehensive financial and post-award administration involving multiple awards with varying degrees of complexity, with advanced knowledge of financial reporting and analysis of revenue and expenditures. The incumbent will serve as a mentor to the existing fund managers in the Campus community as part of the Hypercare team for Academic Affairs which provides a variety of research administration/transactional support to all the schools and departments in Academic Affairs.

The position partners and collaborates with various campus constituencies including central offices including EVC Academic Affairs, VC Health Sciences, VC Marine Sciences, VC Research Affairs, and VC External and Business Affairs. The Hypercare Research Administrator provides comprehensive reconciliation, analysis and clean-up, targeting specific issues that may impact a department’s financial portfolio. Additionally, the Hypercare Research Administrator will provide in-depth fiscal management training and resources to department staff, ensuring staff can adequately maneuver through the financial and payroll systems required to perform their fiscal duties.

The incumbent must interface with individuals at all levels of the University demonstrating a high level of management skill, leadership ability, political acumen, communication talents, and knowledge of campus issues and dynamics. The incumbent must use advanced contracts and grants concepts to manage high volume and high complexity transactions, with the ability to transform complex problems into solutions that are trainable for new staff. Review and guide others in the review of financial and administrative management requirements of research contracts and grant proposals, awards, and/or transactions to ensure compliance with institutional and sponsor policies, as needed. Works independently to assess complex grant, contract, and subcontract transactions where analysis requires an in-depth evaluation of variable factors. May be eligible for delegated signature authority. Review and sign transactions for less experienced staff. Serve as a technical specialist in a particular area, such as federal contracts, state contracts, subcontracts, or information systems. Typically works on highly complex proposals and awards such as grants/contracts which require task budgets, option years, multiple investigators and multiple sub-awards.

QUALIFICATIONS

  • Extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.

  • Experience with all types of award mechanisms, including grants, contracts, subcontracts, and cooperative agreements.

  • Demonstrated advanced knowledge of generally accepted accounting, fiscal, and reporting principles.

  • Ability to perform highly complex financial analysis and customized reporting.

  • Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.

  • Ability to manage high volume and complex transactions.

  • Demonstrated outstanding communication skills including the ability to speak effectively in public to diverse audiences, outstanding interpersonal communication skills, excellent professional writing ability, and negotiation skills.

Pay Transparency Act

Annual Full Pay Range: $82,500 - $151,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $39.51 - $72.56

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
