The Ground Based Remote Sensing Engineer is responsible for solving engineering design problems in ground based remote sensing equipment. Integrates complex instrumentation and data acquisition systems used in the laboratory and for the remote collection of meteorological data which also includes original design and the integration of existing terrestrial and space-based telemetry systems. Designs complex instruments involving mechanical/electrical engineering disciplines that include developing new or upgraded systems, digital circuits, firmware including simulations, prototyping, circuit board fabrication, coding, and testing.
Manages the engineering design and development for lead investigators, ensuring compatibility between multiple deployment platforms for multi-investigator, multi-institution, research projects for non-Federal and Federal agencies (California Department of Water Resources, National Oceanographic and Atmospheric Administration, National Park Service, U.S Army Corps of Engineers, and local water agencies). Advises PIs in determining reasonable design specifications. Provides general engineering consultation to academic staff and other personnel regarding instrument capabilities and limitations.
Leads the implementation and execution of field campaigns with guidance from Field Research Manager and/or PI. Contributes to decisions on timing of field campaigns considering instrument requirements, weather, personnel scheduling and safety, and integration of assets from other agencies.
Evenings and weekends may be required.
Must be able to perform heavy physical labor and to work under adverse conditions. Must be able to use ladders, climb stairs, and be able to lift over 60 pounds.
Advanced knowledge associated with the planning, development, and fabrication of engineering systems. Advanced experience in implementation of the design process. This includes defining the problem from verbal and written instructions, concept generation, use of engineering fundamentals to evaluate the feasibility, and project planning to meet cost and schedule objectives.
Advanced knowledge of specialized design work as well as the overall field. Theoretical and practical knowledge of radar meteorology, signal processing, and computer science and engineering.
Strong creativity and problem solving abilities to apply principles, practices and procedures within discipline to complete difficult assignments. Demonstrated experience with leading engineering teams in an environment of changing priorities and deadlines both in the laboratory and in the field.
Strong project management skills needed to assume responsibility for accomplishment of research objectives. Strong proven skill and experience managing complex technical tasks in multiple technical areas (signal processing, computer science and engineering) and proven ability to assess any technical deficiencies as systems are developed, tested, and used in the field. Ability to organize work with changing priorities, frequent interruptions and minimal supervision.
Advanced communication skills, both written and verbal, to convey complex information in a clear and concise manner. Must be able read, speak, and understand instructions in English.
Advanced interpersonal and presentation skills. Ability to communicate with a diverse group of people in a helpful, effective and informative manner, demonstrating thoughtfulness and diplomacy. Skill in expressing oneself verbally and in writing. Ability to exercise mature independent judgment.
Ability to work in a highly collaborative manner; readily assess complex challenges and barriers and recommend effective resolutions.
Demonstrated ability to lead, motivate and influence others.
B.S. in Electrical Engineering, Mechanical Engineering, Atmospheric Science or related scientific field and 5 years of relevant engineering experience (including 2 years of major work on radar, profiler, or similar instrumentation preferred) or equivalent combination of education and experience.
Advanced knowledge of shipping and customs export/import regulations and documentation including handling of hazardous materials.
Demonstrated experience to present technical information and scientific results at various meetings and conferences.
Proven experience in planning and performing fieldwork necessary to meet project objectives in a safe manner, in adverse conditions such as travel in extreme hot, cold and/or wet weather in remote desert and high altitude mountain regions in all seasons. Willingness to utilize a variety of methods to reach remote sites which may include tracked vehicles, skis, snowshoes, or other methods.
Demonstrated ability and knowledge to share/disseminate engineering, business, and facility fundamentals to faculty, staff, and students.
Demonstrated knowledge, experience, and understanding of computer systems used in engineering environments: Microsoft Windows, Mac OS, UNIX, and LINUX. Proven ability to program in C, C++, Perl, Python, and/or MATLAB for instrument design, instrument and sensor performance review, data quality checking, data processing, and data visualization. Familiarity with SQL databases and constructs. Proven experience in mechanical and electronic CAD software necessary for meteorological instrument development.
Experience with laboratory, machine shop, and remote fieldwork safety procedures.
Willingness and demonstrated ability to embrace and consistently uphold the principles of community for a collaborative work environment.
Proven ability to utilize electrical schematics. Proven ability to interface and troubleshoot control systems. Experience with oscilloscopes, digital multimeters, and other electronic test equipment.
Significant experience in managing complex engineering projects, overseeing staff, project budgets, timelines, deliverable submissions, and success metrics.
Proven ability to work with others under demanding conditions, sometimes for extended periods of time.
Must be willing to go in the field for up to two months per year for periods of up to three weeks throughout the year.
Must be willing to perform fieldwork in variable terrain using rugged 4WD vehicles, ships, small boats, helicopters, and small planes.
Must be willing to work with hazardous materials.
