DESCRIPTION
Scripps Institution of Oceanography (SIO) at UC San Diego is one of the world’s leading centers for ocean and earth science research, education, and public service. SIO operates three major seagoing research vessels equipped with state-of-the-art instruments for studying marine life, the oceans, the seafloor, and the atmosphere. These vessels are part of one of the largest academic research fleets in the world, supporting physical, chemical, biological, geological, and geophysical studies across the globe. Cruises range from local expeditions to missions lasting over two years, contributing to more than six million nautical miles of scientific exploration.
We are seeking a dedicated and skilled Third Officer to join our team aboard a seagoing oceanographic research vessel. Reporting to the ship’s Captain or a Senior Officer, the Third Officer will take on traditional navigation and shiphandling duties, ensuring the safe and efficient operation of the vessel. This role includes responsibilities for compliance with USCG, ABS, and University Health and Safety Regulations, as well as conducting fire, emergency, and abandon ship drills. The Third Officer is also responsible for maintaining and inspecting fire, emergency, and life-saving equipment. In emergency situations, the Third Officer will carry out duties as directed by a Senior Officer.
Key Responsibilities:
Stand navigation watch and handle ship operations.
Maintain compliance with USCG, ABS, and University Health and Safety Regulations.
Lead and participate in fire, emergency, and abandon ship drills.
Inspect and maintain fire, emergency, and life-saving equipment.
Assist in other duties as assigned under the direction of a Senior Officer during emergencies.

QUALIFICATIONS
Thorough knowledge of and experience with standard navigation and shiphandling techniques. Knowledge of nautical charts, publications, and ship’s inventory and the ability to maintain as directed.
Proficiency with deployment, recovery and operation of small boats.
Thorough knowledge of maintenance and preservation of steel vessels, appropriate shipboard deck equipment and machinery.
Thorough knowledge of electronic navigation and shiphandling techniques. Knowledge of principles of maritime weather plotting and forecasting. Knowledgeable and experienced in principles of celestial, electronic navigation, and piloting procedures.
Proven leadership and human resource supervisory / management skills to lead and motivate a diverse team and to foster a culture that supports the science mission.
Experience with voyage planning, including laying off transit coursed by rhumb line and great circle method.
Knowledgeable in basic principles of ship handling, including the requirement for accurate ship station keeping and frequent instrument package recovery.
Knowledge of USCG, ABS, and University safety regulations and standards.
Ability to stand watch underway and in port.
Proven knowledge of radio communication protocols, operations, and prescribed FCC Rules.
Experience in delivering medical first aid and in first responder techniques and practices.
Proven ability to communicate effectively orally and in writing to diverse group of people.
Proven problem solving and decision making skills including the ability to quickly analyze and efficiently take charge of critical and / or emergency situations.
Proven ability to operate a variety of standard office software applications and common navigation and ship management software.
Strong verbal and written command of the English language.
Knowledgeable of USCG (DOT) regulations for Chemical Drug and Alcohol Testing.
Knowledge of proper procedures for Fire, Emergency and Abandon Ship drills.
Skilled in the ability to safely handle mooring lines.
Ability to repair and maintain emergency equipment.

Pay Transparency Act
Annual Full Pay Range: $87,508 - $127,493 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $41.91 - $61.06
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
