The School of Biological Sciences (BioSci) is a large and complex School within Academic Affairs and is overseen by the Dean of Biological Sciences with the assistance of Associate and Assistant Deans. BioSci has four academic Departments, Cell and Developmental Biology, Ecology Behavior and Evolution, Molecular Biology and Neurobiology. The School also shares centralized business units such as: Information Technology & Systems Analysis, Administrative Services, Accounting & Financial Services, Sponsored Project Administration, Human Resources and Academic Personnel, Student Instructional Support and Advising, Facilities Management, and Environmental Health and Safety that support the Dean’s Office, the School, and the four Departments.

Each Department is led by a Chair who works individually to represent their Department, and works collaboratively with the other Chairs on concerns that cross the boundaries of Departmental governance. BioSci reflects broad foci in faculty research and in the academic programs offered by the School. The School has 111 faculty FTE and 350 staff in career/casual titles. There are approximately 5,500 undergraduate students enrolled in 7 majors, with annual enrollments of 35,000 students; more than $50 million per annum in extramural funding, and approximately $65 million in total annual expenditures. The School occupies space in 17 buildings, totaling 300,000 SF, including class laboratories and instructional support space, research labs, and recharge facilities.

The Strategic Programs Project Manager will be responsible for high-level guidance and support to UCSD investigators, project collaborators, and funding agencies on organizational management and strategic planning for assigned programs. The incumbent will independently oversee a moderately sized strategic program (or programs) and represents the program(s) to outside organizations. In collaboration with the Executive Director of Strategic Programs, oversees all administrative operations, finance, human resources and facilities for assigned program(s). Designs and develops major program components in collaboration with faculty and administrative leadership, and administers the full range of operational requirements for assigned program(s).

Works with faculty and leadership on formulating short-term planning and procedures. Develops and organizes conferences and other public forums. Works in support of Principal Investigator(s) to establish agendas, budgets, timelines, milestones, deliverables in the context of collaborative research and strategic partnerships. May provide work direction to Strategic Programs Project Coordinator. In addition, this position will be responsible for facilitating the coordination of technical duties including grant development, defining program and technical requirements and research activities within their program-focused areas and serving as the primary communication liaison with key stakeholders. The two program-focused areas include: technology & instrumentation for biological sciences and climate change and community. As strategic programs grow within the School these are expected to expand focus for this position as well. Perform other duties as assigned.

  • Must be willing and able to travel. Occasional evenings and weekends may be required.


  • Academic background and experience in selected area of research. A minimum of a Bachelor’s of Science degree in Biology or related scientific discipline (advanced degree preferred) with six (6) years relevant experience; or an equivalent combination of education and professional experience.

  • Advanced knowledge of administrative, budgetary, human resources and financial principles and practices. Strong leadership skills including meeting facilitation, cross-functional team integration, strategic thinking and advising. Must be able to create an environment for collaborative work necessary for the team to be effective.

  • Excellent project management skills and a background in research coordination including resource allocation, fiscal, personnel, and management of grants/gifts and contracts. Proven experience planning, implementing, managing, and evaluating projects with the ability to prioritize multiple and complex responsibilities and to work effectively with frequent interruptions and changing priorities. Ability to create work plans and timelines to ensure timely completion of projects.

  • Experience developing effective protocols and internal controls for compliance with changing governmental regulations.

  • Experience with planning and leadership of operational and research/development initiatives. Demonstrated management skills with the ability to maintain focus and to operate in an organized and effective manner in an environment that may have rapidly shifting demands and priorities.

  • Advanced oral and written communication skills. Demonstrated experience with communicating the status and content of technical projects to a broad variety of people in written form, in person, on the telephone and e-mail. Advanced presentation skills appropriate to persuasive communications with a very high-level technical audience.

  • Experience generating and analyzing project timelines, resources, and budget information. Strong understanding of financial resource planning systems, processes and ability to coordinate project-level budget/resource estimates and manage actual costs vs. planned cost.

  • Advanced ability to work collaboratively with internal and external peers and managers. Excellent interpersonal skills with strong, demonstrated ability to communicate with individuals from a variety of backgrounds. Possess skills of tact, poise, diplomacy, confidentiality and hospitality with a demonstrated ability to work in a collaborative environment with a diverse set of researchers, administrators and staff.

  • Ability to proactively learn and independently apply campus policies on technology transfer, intellectual property, gifts, contracts, and grants.

  • Self-starter with the ability to work independently and use excellent judgment in decision making activities. Demonstrated ability to "deliver and get the job done." Must be proactive, a problem solver and be highly results-oriented.

  • Demonstrated fiscal skills and experience working with budget information in a complex organization with multiple sites. Demonstrated experience with and knowledge of finance, business management, and fund accounting.

  • Proven advanced analytical skills to evaluate information, procedures or situations to define a problem or objective, identify relevant concerns, recognize alternatives, formulate logical and objective conclusions, and prepare reports. Experience in interpreting and summarizing complex administrative, scientific and financial information and narrative reports.

  • Ability to write interesting and succinct copy for correspondence, brochures, and other public relations material.

  • Exceptional presentation skills. Must be able to represent UCSD in international policy discussions and assure UCSD meets international expectations.

  • Computer skills utilizing PC/Mac with Excel and Word and Project Management Software. Proven ability to utilize databases and other software to create, retrieve, and compile reports, presentations, charts, and documents using standard software programs.

  • Highly skilled fundraising experience.

Pay Transparency Act

Annual Full Pay Range: $78,900 - $179,900 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $37.79 - $86.16

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
