The UCSD Department of Obstetrics, Gynecology and Reproductive Sciences is composed of 66 faculty 14 clinical fellows, 4 Assistant Project Scientists/Postdoctoral Fellows. The department is composed of 7 divisions: Obstetrics and Gynecology, Maternal-Fetal Medicine, Gynecologic Oncology, Reproductive Endocrinology and Infertility, Hospitalist, Family Planning and Urogynecologic and Reconstructive Surgery. The department is currently ranked 4th in the nation in NIH funding among ObGyn departments.
Under general supervision, develops and / or oversees research proposals, awards and / or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional and research sponsor policies. Works on proposals of moderate to complex scope such as single and multi investigator NIH proposals where analysis of financial information or reports requires review of a variety of factors (e.g. budgets, salaries, expenses, etc). Receives assignments on project basis and fully analyzes problems, gathers data and information, and recommends solutions. May be eligible for delegated signature authority. Completes and approves transactions for signature by manager or other authorized institutional official.
The incumbent provides financial analysis, fiscal management and administration of a full range of extramural grants, contracts, subcontracts, clinical trials funding, and service agreements totaling approximately $4-6 million in post award funds. Responsible for major functions and tasks of pre- and post-award administration. Works with Principal Investigators (PI) with multiple fund sources and more complex awards to coordinate research program funding from multiple sources and years, balance available fund sources and identify funding to meet all faculty and staffing commitments. Independently resolves variances, identifies problems, formulates solutions and/or make recommendations in accordance with departmental, university, and agency regulations. Develops and analyzes budgets along with providing guidance and assistance to faculty and staff. Serves as liaison as necessary with Office of Contract and Grant Administration (OCGA), the Academic Resource Center, Health Sciences Human Resources, SOM Dean's Office, Office of Clinical Trial Administration and Office of Post Award Financial Services (OPAFS). The incumbent independently provides faculty salary administration ensuring that X,X'Y', Y and Z components are calculated and entered in correctly. Audits to ensure SOM faculty salaries follow SOM policies and procedures.
Six (6) years of related experience, education/training, OR an Bachelor’s degree in related area plus two (2) years of related experience/training.
Thorough knowledge of applicable federal, state, local, sponsor and institutional regulations, policies, and guidelines.
Knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
Ability to manage a high volume of transactions. Ability to perform moderately complex financial analysis and customized reporting.
Proven competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
Ability to maintain independent judgment; strong organization; communication skills; and a customer service focus.
Maintains current knowledge of compliance regulations in all areas of research administration.
Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.
