DESCRIPTION

The Vice Chancellor Health Sciences Research Service Core (RSC) provides research administration service continuity including top quality Pre and Post Award fund management with excellent access and efficiency, resulting in faculty/ management confidence and compliance with sponsor requirements. RSC invests and provides training, tools and systems to aid all VCHS PI and fund management teams. Provide excellent standardized fund management practices for all VCHS departments.

Under the general supervision of the Contracts & Grants Supervisor in the Research Service Core and with the overall leadership of the Research Service Core Director, this position is responsible for providing financial management, post-award and pre-award grant submission support. Financial management involves multiple PI’s and funding sources ranging from Federal, State, private grants, contracts, gifts, investigator initiated clinical trials, sub awards, fellowships, service agreements, and UC Foundation transfers for multiple departments or divisions assigned to the analyst.

Will work with numerous different agencies to include, but not limited to NIH, DOD, AHA as well as state and county agencies and private funding.The incumbent will use skills as a seasoned, experienced research administrator to independently develop and / or oversee research proposals, awards and / or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional research sponsor policies. This position will work on proposals and awards of diverse scope where analysis of data requires thorough understanding of complex regulations.

MINIMUM QUALIFICATIONS

  • Six (6) years of related experience, education/training, OR a Bachelor’s degree in related area plus two (2) years of related experience/training.

  • Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.

  • Knowledge of University policies and procedures relating to contract and grants; and accounting. Ability to independently interpret, analyze, and implement appropriate policies in a given situation.

  • Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.

  • Maintains current knowledge of compliance regulations in all areas of research administration.

  • Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.

  • Proven competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.

  • Experience in developing, producing and completing complex reports for various funding agencies; projecting multi-year expenditures and outcomes as they relate to individual projects, and the department as a whole; experience applying programmatic knowledge to coordinate financial aspects of award administration.

  • Demonstrated experience analyzing expenditures, recognizing trends in order to support budget adjustments.

  • Advanced knowledge and understanding of internal control practices and their impact on protecting University resources.

  • Strong organizational skills. Skill in prioritizing a high volume workload to ensure priorities and other deadlines are met. Ability to work in pressure situations to meet deadlines and accommodate interruptions.

  • Client services oriented; good listening, critical thinking, and analytical skills. Expert interpersonal and consultative skills requiring organizational savvy; expert service orientation and critical thinking skills; attention to detail.

PREFERRED QUALIFICATIONS

  • Knowledge of University policies and procedures regarding purchasing, returned goods, travel, disbursement, inventory, and ability to work collaboratively with contacts involved in these processes.
  • Experience with UCSD on-line and web based accounting systems (Oracle, Kuali, Concur, UCPath, etc.)

Pay Transparency Act

Annual Full Pay Range: $48,900 - $102,300 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $23.42 - $48.99

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
