DESCRIPTION

Within the Department of Medicine at UCSD, the Center on Gender Equity and Health (GEH) focuses on conducting innovative global public health research, medical and academic training, and evidence-based intervention development and evaluation of programs related to gender inequities, gender-based violence, and sexual and reproductive health (adolescent and unintended pregnancy, family planning, HIV/STI, healthy birth spacing). The team of social science and epidemiology researchers assembled by GEH includes leading figures in measurement and rigorous evaluation of sustainable programs working with girls, young women, their male partners and their families to understand and change gender-based behaviors and social norms that compromise health and safety. GEH epidemiologic and evaluation research is currently being undertaken in South Asia, west and east sub-Saharan Africa, and the United States. This research is supported by a diverse portfolio of public and private funders, conducted in conjunction with international NGOs, and includes engagement with local and national governments.

Under general supervision, the Research Administrator oversees research awards and transactions related to contract and grant management and maintains contract and grant records in compliance with institutional and research sponsor policies. Involves providing analytical and financial support in proposal processing, contract and grant administration, and budget development, including management of funds post-award, and closeout activities for various sponsors. Involves activities associated with forecasting, planning, and managing of research portfolios by performing some or all of the following: coordinating and identifying and developing and / or presenting proposals, contracts and other agreements; reviewing proposals to ensure institutional compliance; negotiating, administering and monitoring contract and grant awards, including compliance with regulations, terms and conditions; financial management and reporting; and sub award / subcontract issuance and administration. Works on quarterly and annual donor reports of moderate scope where analysis of financial information or reports requires review of a variety of factors (e.g. budgets, salaries, expenses, etc). Receives assignments on project basis and fully analyzes problems, gathers data and information, and recommends solutions. May be eligible for delegated signature authority. Completes and approves transactions for signature by manager or other authorized institutional official.

MINIMUM QUALIFICATIONS

  • Six (6) years of related experience, education/training, OR a Bachelor’s degree in related area plus two (2) years of related experience/training.

  • Knowledge of applicable federal, state, local, sponsor and institutional regulations, policies, and guidelines.

  • Ability to manage a high volume of transactions. Ability to perform moderately complex financial analysis and customized reporting.

  • Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.

  • Ability to maintain independent judgment; strong organization; communication skills; and a customer service focus.

  • Maintains current knowledge of compliance regulations in all areas of research administration.

  • Thorough knowledge of generally accepted accounting, fiscal and reporting principles.

  • Knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.

  • Demonstrates attention to detail and strong organizational skills.

  • Strong project management and problem-solving skills. Strong analytical and critical thinking skills to identify problems and develop innovative solutions.

PREFERRED QUALIFICATIONS

  • One to two (1 - 2) years experience with financial management or research administration including experience with budget management.
  • Knowledge of USAID reporting requirements and financial systems.
  • Experience working within a University on subawards/contracts.
  • Experience with the grant funding processes, procedures and techniques.

Pay Transparency Act

Annual Full Pay Range: $48,900 - $102,300 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $23.42 - $48.99

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
