This position will work a hybrid schedule which includes a combination of working both onsite at Campus and remote.


The Specialist Supervisor - Design and Construction supervises a team of 5-7 Project Specialists who are responsible for supporting and assisting capital project managers from the planning and design phase of numerous capital projects through construction and close-out. As part of a team, the supervisor will collaborate with one other supervisor in the performance of their duties. The individuals are responsible to train and assign project support to new and continuing employees, delegate tasks and make assignments to staff members in alignment with departmental and Program needs. Regularly evaluate the work of direct reports to maintain quality assurance with respect to departmental processes and quality control over electronic workflows with departments computerized project management system (e-Builder) for accurate records and metric tracking. Delegate work accordingly to meet internal timelines which includes identifying areas for efficiency or improvement to internal processes.

Develop, recommend, test and implement processes and procedures resulting in ability of Project Specialist to provide increasingly effective support for Project Managers and capital projects. This position will assist Facilities Project Managers 3, 4 and 5 on large projects. With regular guidance, manage small and capital design and construction projects. Oversee and ensure that all training and close-out documents meet the contract requirements and are properly turned over to the appropriate entity. Manage project reviews for conformance to regulatory requirements and organization policies. Take initiative to make recommendations to modify construction and design contracts to incorporate needs of the project close-out and training.

  • Bachelor's degree in related area or an equivalent combination of experience/training. Possesses knowledge of building and construction, design, construction contract administration and California Building Codes. Knowledge of applicable policy analysis techniques.

  • Proven knowledge of design and construction industry including methodology, terminology, workflow/paper flow of design and construction activities as well as knowledge of contract documents, specifications, and Division 1 requirements.

  • Skill in building, maintaining and nurturing strong professional relationships. Excellent skills to lead, direct and manage personnel including selection, training, evaluating and, as required, taking corrective action.

  • Strong leadership and supervisory skills to effectively train and guide staff, delegate tasks, set performance standards, and evaluate performance. Ability to motivate staff and foster a cooperative working environment.

  • Demonstrated knowledge of alternate project delivery methods, including but not limited to Design-Bid-Build, CM/Contractor or CM at Risk, CM/Multiple Prime, and Design-Build, and the varying implications of each of these to providing administrative support to the projects.

  • Demonstrated knowledge of State Agency functions including procedures, processes, and document formats for Office of Statewide Health Planning and Development (OSHPD), Office of the State Fire Marshal (SFM), Environmental Health and Safety (EH&S) and all State Agencies related to design and construction for campus and Medical Center Projects.

  • Proven knowledge of general organization of the California Code of Regulations, Title 24, and State procedures for regular updating and reformatting of campus and Medical Center reference copies. Knowledge of design procedures for State regulated projects.

  • Skill in reading and understanding building blueprints, drawings, and specifications (contract documents). General familiarity and knowledge of LEED program and processes.

  • Proven knowledge of overall project administration support as well as administrative support for project cost control and budget management.

  • Proven ability to understand comprehensive project administration support requirements applicable to all projects, to analyze and evaluate possibilities for increasing effectiveness and efficiencies, and to successfully develop and implement procedural improvements.

  • Demonstrated ability to manage contractors and maintain compliance to the agreed-upon scope of work and budget. Skills to develop project scope and drawings.

  • Computer skills in word processing, spreadsheet, and project management software. Skill using computerized systems for project management, database management and spreadsheet and word-processing programs to manipulate data and create reports. Knowledge of e-Builder Project Management Information System, Bluebeam, Computer Aided Design (CAD) and AutoCAD.

  • Superior judgment, interpersonal communication, leadership, writing, and analytical skills. Ability to use discretion and maintain all confidentiality.

  • Good organizational and analytical skills. Detail oriented to accurately proof contracts and other documents. Ability to analyze, research and synthesize large amounts of data with strong attention to detail.

  • Excellent written, verbal, and interpersonal communication skills, including effective negotiation skills. Strong interpersonal skills to work both inside the university as well as with external resources at multiple levels of an organization. Proficient in communication and interpersonal skills to communicate effectively verbally and in writing.


  • DOJ/FBI background checks and clearances required prior to employment.

Pay Transparency Act

Annual Full Pay Range: $53,600 - $111,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $25.67 - $53.45

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
