DESCRIPTION
The Altman Clinical and Translational Research Institute (ACTRI), an organized research unit established to provide education, training, and infrastructure for clinical research in UC San Diego Health Sciences. It encompasses four hospital systems, two universities and four biomedical research organizations. The ACTRI provides clinical and translational research support across a wide collaboration of units. The ACTRI is highly collaborative with affiliations that stretch across UC San Diego and San Diego State University to the Sanford Burnham Prebys Medical Discovery Institute and the Salk Institute, to Rady Children’s Hospital and the VA San Diego Health Care System, to nonprofit and biotech/pharma
This position applies advanced technical expertise in enterprise level clinical research applications, and supports efforts for excellent service delivery and customer engagement. This position will be a key member of the ACTRI Biomedical Informatics department and primarily responsible for leading applications support of HIPAA compliant secure research applications including clinical trial management systems (CTMS), Epic Research electronic health records (EHR), REDCap electron data capture, and other clinical trials data and secure IT cloud cyberinfrastructure. Duties within scope include distributed support for complex data integration and analysis for collaboration within UC San Diego Health and other CTSA national collaborators. Will support provide escalated processes, training, documentation and project management for applications planning, deployment, and overall quality assurance.
Applies professional concepts, department / unit and campus / medical center / OP policies and procedures to resolve a variety of complex issues in one or more IT areas of specialization. Analyzes complex issues. Within defined procedures and practices, determines appropriate action.
MINIMUM QUALIFICATIONS
Seven (7) years of related experience, education/training, OR an Bachelor’s degree in related area plus three (3) years of related experience/training.
Extensive working experience supporting enterprise research information services in an academic medical center. Ability to apply complex workflows and support escalations in diverse operating systems enterprise (Windows, Unix, Cloud, EHR, CTMS, EDC).
Working experience with Epic Research data calendar builds for coverage analysis compliance. Ability to apply multi-arm research concepts for patient on-boarding and study linking scenarios. Advanced training and knowledge in EHR integrations for research.
Advanced forms and database management systems using REDCap research, for secure data capture. Experience with complex data reporting, modules rollout and data transfers.
Advanced working experience in secure data processing and handling for PHI for research, including IRB workflows and application of complex data policies and regulations.
Expertise in enterprise level clinical trials management systems (CTMS) applications, including VELOS eResearch or Encore.
Effective interpersonal skills sufficient to work with both technical and non-technical personnel at various levels in the organization. Ability to elicit and communicate technical and non-technical information in a clear and concise manner. Ability to effective prioritize and communicate effectively to all levels of the organization, to ensure excellent customer service.
Advanced experience in HIPAA cloud services leveraging Amazon Web Services, MS Azure for integrated support of health research.
Proven ability to install software and troubleshoot and repair moderately complex problems with computing devices, peripherals and software. Understanding of and experience troubleshooting client, server and peripherals-related issues and actions that can be taken to improve or correct performance. Experience in incident response and digital forensics, including data collection, examination and analysis.
Broad knowledge of various areas of IT.
Thorough knowledge of business and process analysis functions. Knowledge of the design, development and application of technology and systems to meet business needs.
Advanced skills associated with programming design, modification and implementation. Basic knowledge of secure software development. Demonstrated ability to create software specifications.
Experience with database administration. Working knowledge of database management systems and standards. Knowledge relating to database system design. Advanced database querying and modeling skills working with moderately complex databases.
Familiarity with logical data design and data mapping or data conversion.
Advanced knowledge of computer security tools, best practices and policies including demonstrated experience securing server-based software. Demonstrated skill at administering moderately complex security controls and configurations to computer hardware, software and networks.
Demonstrated testing and test planning skills.
Ability to write technical documentation in a clear and concise manner.
Demonstrated comprehensive understanding of how system management actions affect other systems, system users and dependent / related functions.
Familiarity with data quality and governance issues and requirements.

Pay Transparency Act
Annual Full Pay Range: $63,400 - $142,800 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $30.36 - $68.39
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
