DESCRIPTION

The position involves establishing and maintaining positive labor-management relations in a highly unionized healthcare environment. This includes monitoring and ensuring adherence to labor contract provisions, participating in negotiating sessions, administering the grievance process and addressing questions from unions, employees and managers with specificity and from an enterprise perspective. Involves using labor relations concepts and skills, in conjunction with a broad understanding of labor/employment law principles and general union issues, to resolve matters of varying complexity.

The Labor Relations Specialist represents management in formal adversarial dispute resolution processes and will liaison with Health/Campus Attorneys as needed. This position answers to the Director of Health Labor Relations and is part of a highly integrated and tight-knit team of professionals. Candidates should possess initiative, intelligence, critical thinking/analytical skills, and a strong work ethic for this demanding environment. The ideal candidate should be comfortable with general oversight of day-to-day activities with ability to identify opportunities for improvement in daily work functions.

MINIMUM QUALIFICATIONS

  • Seven (7) years of related experience, education/training; OR a Bachelor’s degree in a related area plus three (3) years of related experience/training.

  • Experience and proven success in a Labor Relations or Employee Relations role or like function (three years of legal education can be substituted for this experience).

  • Experience should include topics such as fact-finding, conducting formal investigations, negotiation experience, mediation experience, crafting or advising on company/employee policy(ies), or legal education/training in similar areas.

  • Solid PC literacy, including Microsoft Office products.

  • Proven skill in analyzing information, problems, situations, practices and/or procedures to define the problem or objective, identify relevant concerns, identify patterns and relationships, formulate logical and objective conclusions, and recommend alternatives and their implications.

  • Strong skill in prioritizing competing work assignments, employing political acumen and integrating information to determine appropriate courses of action and their implications.

  • Excellent negotiation skills. Demonstrated skills and abilities in conflict resolution, alternative dispute resolution and/or administrative litigation.

  • Must be able to maintain high degree of discretion, integrity, and sensitivity to confidentiality and privacy.

PREFERRED QUALIFICATIONS

  • Licensed Attorney (JD) or Master's Degree in Labor/Industrial Relations or related field, SHRM Certification in Labor Relations also welcome.
  • Experience with union litigation/arbitration and/or preparing for same.
  • Familiarity and experience with HEERA/PERB/EEOC/Ca. Dept. of Civil Rights.
  • Experience with UC staff personnel policies/procedures and union contracts.
  • Healthcare Human Resources experience.

Pay Transparency Act

Annual Full Pay Range: $59,700 - $124,300 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $28.59 - $59.53

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
