This position will work a hybrid schedule which includes a combination of working both onsite at ACTRI and remote.


The Altman Clinical and Translational Research Institute (ACTRI), an organized research unit at UCSD, was established to provide education, training and infrastructure for clinical research in the San Diego area that encompasses four hospital systems, two universities and four biomedical research organizations. The mission of the ACTRI is to create an environment that advances health care through interactions between basic scientists, clinical investigators, community physicians, and patients.

The Information Systems Developer and Applications Analyst is a valued member of the Clinical Research Strategic Initiatives (CRSI) team, an office within the ACTRI, whose goal is to achieve sustainable and strategically aligned solutions to further increase organizational performance and effectiveness.

The primary responsibility of the incumbent is to maintain and develop the ACTRI Data Warehouse to meet customer reporting needs. The incumbent serves as a liaison between technical units and the CRSI team. The incumbent is involved in every stage of the business intelligence lifecycle. The secondary responsibility of the incumbent is to help administrate and enhance CRSI's suite of business applications. The incumbent provides technical and operational support.

Technical Support: assists with maintenance and development of our data warehouse; connects to internal and external data sources (utilizes APIs, linked servers, ETL, Python coding, script scheduling, etc.); assists with performance (DW, servers, systems, etc.); assists with creation and maintenance of technical documentation (data dictionary); prepares data for visualizations, builds visualizations, and performs data analysis to allow business decisions to be made in real time (utilizing Tableau); and provides admin support for ACTRI systems (, Harvest App, Tableau, JotForm, ACTRI DW).

Operational Support: provides user training and support for ACTRI systems; assists with system demos and onboarding/offboarding activities; gathers requirements for system/process improvements; assists as liaison between technical and non-technical units; and provides project management and other support as needed.

The Information Systems Developer and Applications Analyst is a self-starter and keeps projects moving forward to meet deadlines.

The Information Systems Developer and Applications Analyst applies skills and experience as a seasoned information technology professional to projects of medium size at all levels of complexity, or to portions of large, multidimensional projects.


  • Six (6) years of related experience, education/training, OR a Bachelor’s degree in related area plus two (2) years of related experience/training.

  • Experience with ETL tools, APIs (REST/GraphQL, Postman), programming (Python, Pycharm), and data warehouse platforms (Microsoft SQL Server).

  • Experience with analytical tools (Tableau, Excel).

  • Proven experience with database administration.

  • Knowledge of data management systems, practices and standards.

  • Demonstrated testing and test planning skills.

  • Ability to write technical documentation in a clear and concise manner.

  • Effective interpersonal skills sufficient to work with both technical and non-technical personnel at various levels in the organization. Ability to elicit and communicate technical and non-technical information in a clear and concise manner.

  • Knowledge of business processes and procedures. Knowledge of the design, development and application of technology and systems to meet business needs.


  • Knowledge relating to the design and development of software. Basic knowledge of secure software development.
  • Ability to install software and troubleshoot and repair moderately complex problems with computing devices, peripherals and software. Understanding of system performance monitoring and actions that can be taken to improve or correct performance. Basic knowledge of incident response procedures.
  • Knowledge of computer security tools, best practices and policies. Skills applying security controls to computer software and hardware.
  • Proven understanding of how system management actions affect users and dependent / related functions.
  • Experience working with healthcare or biomedical research data under privacy regulations (HIPAA).
  • Experience with project management/process improvement.
