The Herbert Wertheim School of Public Health and Human Longevity Science is dedicated to health and social equity and has over 80 primary salaried faculty, 25 secondary faculty, 200+ staff and academic personnel, 225 postgraduate students, and 600 undergraduate majors. The School includes activities in the Public Health disciplines of Behavioral Medicine, Biostatistics & Bioinformatics, Epidemiology, Global Health, Health Policy, Health Equity, Public Mental Health, and Environmental and Climate Health. The School has two PhD programs (Public Health and Biostatistics), a Master of Public Health professional degree program, an MS in Biostatistics, a BS in Public Health (BSPH, the only Health Sciences undergraduate program), an MAS in Leadership of Healthcare Organizations run in conjunction with UCSD Extension, and a Preventive Medicine residency program.
The School has strong collaborative research programs facilitated by Research Centers of Excellence focused on Wireless and Population Health Systems, Health Promotion and Equity, Women's Health, and Tobacco Control, and has extensive collaborations with the School of Medicine, Jacobs School of Engineering, the Scripps Institution of Oceanography, Moores Cancer Center, the Altman Clinical and Translational Research Institute, Skaggs School of Pharmacy, and with other partners across the UC San Diego campus. Partnerships with the community and health agencies are fundamental to the School. The School houses five recharge cores providing services to UCSD and external customers, and the School’s faculty and academics hold ~$125M total awarded grants and contracts.
Under the direction of the ADBO / Financial Director, manages the daily operation, planning, coordination, and supervision of the School’s funds management team. Supervises and trains staff and manages own portfolio of funds / PIs / programs in the areas of fiscal budgeting, fund status reporting, pre- and post-award grant and contract administration, recharge and other self-supporting program fiscal administration, educational program fiscal administration, internal controls, and institutional and funding agency / organization reporting. Provide complex financial reporting to include budget development and trend analysis, create and compile financial reports which track spending patterns, capture statistics and identify trends. Serve as a liaison to and work with OCGA, HSSPPO, OPAFS, Business Contracting, VCO, and other campus departments and outside institutions and funding agencies. Provide advice and guidance on complex policies and procedures for faculty, business office, and other staff.
Serve as back-up for analysts when out of the office or when there are gaps in hiring replacements. Consults and advises ADBO, Associate Dean for Business Affairs, Faculty, and others as needed on all aspects of fund management and sponsored project activity. Responsible for ECERT compliance. Contribute to strategic planning in the School Business Office. Serve as member of Administration Leadership Team. Receives assignments in the form of objectives with goals and the process by which to meet those goals. Responsible for supervising the day-to-day unit activities. Normally directs a section or group of budget / financial / resources analysts. Oversees and participates in the most complex projects and deals directly with major department managers. Provides direction according to established policies and management guidance.
Nine (9) years of related experience, education/training, OR a Bachelor’s degree in related area plus five (5) years of related experience/training.
Extensive knowledge of finance policies, practices and systems, budgeting and reporting techniques, accounting and bookkeeping. Maintains current knowledge of compliance regulations in all areas of research administration.
Demonstrated ability to effectively communicate both verbally and in writing.
Advanced skills in the use of spreadsheet and database software. in financial analysis, fiscal management, and financial reporting.
Excellent interpersonal skills with a demonstrated ability to develop and maintain effective, productive, and cooperative professional relationships with staff and faculty at all levels of the organization and work collaboratively with individuals and groups to incorporate their ideas and adapt to their needs.
Client services oriented; has good listening, communication, critical thinking, and analytical skills.
Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment. Proven efficiency and accuracy in the preparation of grant budgets of all types.
Ability to manage significant volume of transactions. Skill in prioritizing a high volume workload to ensure priorities and other deadlines are met. Ability to organize and prioritize multiple work assignments, managing both complicated long-range projects and proposals as well as short-term/immediate tasks, evaluate workload and resources, problem-solve.
Ability to perform complex financial analysis and customized reporting. Ability to analyze expenditures, recognize trends, and support budget justifications consistent with agency requirements.
- Master's degree in finance or accounting, CPA, or other accounting certificate.
- Prior supervisory or work lead experience.
