DESCRIPTION

The Fiscal Specialist serves as a primary financial specialist/analyst for the Department of Family Medicine management for all matters regarding fiscal control and analysis, as well as implementation of process re-engineering efforts and execution of the department’s financial and operational management and controls and transactions. Assemble and publish regular reports for fiscal management including clinical, departmental, service agreement, and other outside income. Responsible for the development and maintenance of ad-hoc systems and databases to be used in facilitating the management of funds and operations within the Department. Must have intermediate to advanced skill using Microsoft Excel.

Will research and assess internal control process management needs to identify issues requiring attention and processes requiring reformulation. Will make appropriate recommendations to create solutions and mechanisms to reduce labor intensiveness, increase the use of available automated tools and improve the timeliness, accuracy and quality of the output produced by the department.

Uses professional accounting concepts. Completes accounting assignments that are of moderate scope where analysis of data requires a review of a variety of factors and multiple sources. Exercises judgment within defined accounting procedures and practices to determine appropriate action. Has contact with internal and external resources on a regular basis. Applies policies and procedures to resolve a variety of accounting issues.

MINIMUM QUALIFICATIONS

  • Four (4) years of related experience, education/training, OR an Associate's degree in related area plus two (2) years of related experience/training.

  • Knowledge of accounting function and assignments. In depth knowledge of federal, state, and private agency contract and grant regulations and requirements fromproposal preparation through close out; including but not limited to cost accounting standards.

  • Demonstrated ability to effectively present information verbally and in writing.

  • Working knowledge of financial transactions and systems, as well as related policy, accounting, and regulatory compliance requirements.

  • Working knowledge of common desktop/web applications. Intermediate to advanced skill and experience with Microsoft Excel.

  • Knowledge of analytical procedures used in accounting projects of moderate scope. Experience analyzing expenditures, recognizing trends in order to support budget adjustments.

  • Thorough knowledge of University policies and procedures relating to service agreements; and accounting.

  • Experience administering awards. Experience in budget preparation using automated spreadsheet systems.

  • Proven ability to analyze financial issues, recognize potential impact, identify creative and alternative solutions; make and implement recommendations. Proven problem-solving and negotiation skills with ability to exercise discretion.

  • Knowledge of University policies and procedures regarding purchasing, returned goods, travel, disbursement, inventory, and ability to work collaboratively with contacts involved in these processes.

PREFERRED QUALIFICATIONS

  • Experience with UCPath policies and procedures.
  • Experience in developing, producing and completing complex reports for various funding sources or agencies; projecting multi-year expenditures and outcomes as they relate to individual projects, and the department as a whole; experience applying programmatic knowledge to coordinate financial aspects of award administration. Experience with FileMaker.
  • Experience with Oracle (OFC) and Conur.
