The Financial Services Analyst is a senior staff member in the Outpatient Psychiatric Services Hillcrest (OPS-H) clinic and Community Psychiatry Program, who works under the direction of the OPS-H Director and Director of Finance/Budget. OPS-H is a fast-paced, dynamic operation, based on a large number of different funding streams, each with specific administrative requirements and policies governing their use. Duties include financial analyses, fiscal management, strategic planning, negotiating with outside affiliates to setup new agreements, and administration of a full range of extramural grants, contracts, and agreements totaling more than $3.2 million in annual direct and administrative funds.
Manage revenue generated by direct clinical care, including as detailed by business plans developed between OPS-H and the Health Systems (HS) Clinical Practice Organization (CPO), totally an estimated additional $1 million annually. Manage the funding allocation for the Psychiatry residency presence at OPS-H. Additionally, the incumbent will manage all the potential financial resources out of new clinical service agreements and research contracts or grants, including coordinating distribution of funding under strategic oversight for future growth.
Uses skills as a seasoned, experienced research and fiscal administrator to independently develop and/or oversee research proposals, awards and/or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional research sponsor policies. Works on proposals and awards of diverse scope where analysis of data requires thorough understanding of complex regulations. Completes and approves transactions for signature by manager or other authorized institutional official. Works on complex proposals and awards that may involve multiple investigators and/or multiple sub awards. Develops financial elements of complex business plans to perform clinical services under HS oversight. Serves as liaison between OPS-H and central offices, including the CPO, the Office of Contract and Grant Administration (OCGA), the Health Sciences Sponsored Projects Pre-award Office (HSSPPO), and the Office of Post Award Financial Services (OPAFS).
Works directly with the OPS-H Director and clinical managers to best manage clinic resources, in order to meet all faculty and staffing commitments. Provides centralized control of fiscal system and monitoring of fiscal operations for those large, complicated and complex clinical programs, including preparing: programmatic, financial operating budgets; monthly reports to reflect performance in key operating areas, such as clinician productivity (such as wRVUs generated), billing, and collections, etc.; analyses of key operating data and making recommendations for improving operations.
Meets with Department Business Officer and/or Director of Fiscal Affairs as often as needed to review fiscal status of programs. Serves as primary OPS-H contact for external and internal audits of clinical operations. Participates in strategic planning efforts of the Department with specific emphasis on community programs and performs other tasks and special projects as assigned. Guides less experienced staff. Independently resolves variances, identifies problems, and formulates solutions and/or makes recommendations in accordance with Departmental, University, and agency regulations. Responsible for developing, implementing, and maintaining complex reporting mechanisms that rely on efficient data capturing and processing techniques, e.g., leveraging database software to store and analyze large amounts data.
Seven (7) years of related experience, education/training, OR a Bachelor’s degree in related area plus three (3) years of related experience/training.
Proven ability to analyze complex financial issues, recognize potential impact, identify creative and alternative solutions and make recommendations.
Extensive experience in working directly with all key personnel to ensure timely invoicing, revenue, and cost management.
Proven competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
Thorough knowledge of financial processes, policies and procedures. Thorough knowledge of financial data management and reporting systems.
Proven leadership skills to provide guidance, coaching and mentoring to professional and support staff.
Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
Ability to perform complex financial analysis and customized reporting.
Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles. Ability to establish new procedures for faculty and department operations.
Experience in developing, modifying, and maintaining fiscal system for County/State -funded clinical programs; providing centralized control of fiscal system and monitor fiscal operations for those complicated and complex county/state-funded clinical programs.
Thorough knowledge of University policy and procedures regarding purchasing, returned goods, travel, disbursements, inventory, and contract and grant administration.
