Under the general supervision of the Assistant Director--Sponsored Projects office, this position is responsible for providing comprehensive financial analysis and pre-award grant submission support for multiple divisions in the Department of Medicine. This position will directly interface with Division Chiefs, Division Administrators, and faculty across the department to ensure success with the research mission of the department.
This position will involve learning multiple UCSD systems and best practices, all while focusing on preparing and submitting research grant applications. Uses skills as a seasoned, experienced research administrator to independently develop and/or oversee research proposals, awards and/or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional research sponsor policies. Works on proposals and awards of diverse scope where analysis of data requires a thorough understanding of complex regulations. Works on complex proposals and awards that may involve multiple investigators and/or multiple sub-awards.
While the focus of this position is to sustain the success of the department's preaward mission, there can be additional responsibilities assigned on the post-award financial area of research administration to ensure that the incumbent is familiar with all parts of the research administration process. This can include partnering with central offices, working with faculty on assigning allowable costs, and also ensuring that financial reports are accurately and compliant with sponsor terms and conditions.
Seven (7) years of related experience, education/training, OR a Bachelor’s degree in related area plus three (3) years of related experience/training.
Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
Ability to perform complex financial analysis and customized reporting. Experience with the applications of principles and practices of financial management, fiscal planning and analysis.
Proficient use of spreadsheet and database software in financial analysis, fiscal management and financial reports. Experience designing financial management tools to administer complex awards. Experience in budget preparation using automated spreadsheet systems.
Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.
Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles. Maintains current knowledge of compliance regulations in all areas of research administration.
Proven ability to analyze complex financial issues, recognize potential impact, identify creative and alternative solutions; make and implement recommendations. Strong problem-solving skills and with the ability to exercise discretion.
Demonstrated experience analyzing expenditures, recognizing trends in order to support budget adjustments.
In-depth knowledge of federal, state, and private agency contract and grant regulations and requirements from proposal preparation through closeout; including but not limited to cost accounting standards.
Proven experience in principles and practices of fund accounting, cost analysis and audit procedures including UCSD Internal audit requirements.
Knowledge of University policies and procedures regarding purchasing, returned goods, travel, disbursement, inventory, and ability to work collaboratively with contacts involved in these processes.
Strong knowledge of University policies and procedures relating to contract and grants; and accounting. Ability to independently interpret, analyze, and implement appropriate policies in a given situation.
