UC San Diego School of Medicine, established in 1968, is the region’s only medical school. The School of Medicine Dean’s Office executes the business, administrative and financial operations on behalf of the Dean.
Incumbent will serve as a float Department Business Officer (DBO) within the School of Medicine (SOM). Incumbent will be deployed to departments who have a need, vacancy or a leave within their area. Incumbent will perform the full function of a business officer with overall leadership and management of all administrative activities in a department including but not limited to financial and budget management, strategic planning, academic personnel and salary administration, sponsored projects/research administration, clinical trials, space planning, general administration, educational administration etc. Will represent the Chair and will act as a liaison with top administration and professionals in the exploration and discussion of issues. Will manage strategic and operational planning as well as ongoing operations. The incumbent provides management of related professional staff and their associated allied health professionals and trainees.
Incumbent will also be deployed to projects as assigned that may be specific to individual departments and/or school-wide initiatives. Projects will be in support of school-wide operations and development of standards, policies and procedures. Applies institutional thinking to formulate and administer departmental/school-wide policies and procedures. Works closely with senior leaders on initiatives in support of executing and balancing the teaching, research and service missions. Coordinates interrelated projects among functional areas.
Independently uses and applies wide-ranging experience and proficiency in organizational development, effectiveness, business process analysis and strategic planning on projects that typically have organization-wide impact. Understands business needs and how systems, both technical and non-technical, can support those needs. Having wide-ranging experience, uses organizational development concepts and organization objectives to resolve the most complex issues with organization-wide impact or great political sensitivity, where analysis of circumstances and information requires an in-depth evaluation of factors. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Internal and external contacts often pertain to organization plans and objectives. Is considered a subject matter expert of the organization and often recognized as an expert externally in the industry.
Nine (9) years of combined relevant experience, education and training, OR a Bachelor’s degree in related area plus five (5) years of relevant experience.
Expert knowledge of the organizational development and effectiveness field, theories, models to assess, design and implement customized organizational interventions.
Demonstrates superior analytical, problem-solving, project planning and implementation skills.
Knowledge of the organizational environment of higher education and large research universities to understand client priorities, issues, motivations and constraints.
Superior written, verbal and presentation skills for influencing and facilitating sustained change. Ability to effectively communicate with faculty and physicians to understand and address needs.
Possesses superior consulting, relationship building, and strategic thinking skills. Resourcefulness in finding solutions.
Demonstrates superior strategic-thinking and consulting skills in guiding the organization toward workable strategies and solutions.
Knowledge of the consulting process to effectively lead highly significant engagements from inception to conclusion.
Incorporates excellent skills in change management programs on a regular basis.
Management of a large, complex, multi mission organization. Highly-skilled in navigating organizational complexity.
Proven leadership and management skills in a university research environment with demonstrated leadership and credibility in addressing issues relating to the management of a large academic science department.
Breadth in functional expertise and experience in department operations and/or functional area management in Health Sciences, School of Medicine, campus, or Health departments/divisions.
Experience with management of functional areas including financial and budget management, strategic planning, academic personnel and salary administration, sponsored projects/research administration, clinical trials, space planning, general administration, educational administration
Advanced knowledge of financial analysis, budgeting, reporting and management.
Advanced knowledge in process improvement and finding operational opportunities, standards and efficiencies.
- Advanced degree in finance or related field preferred.
