DESCRIPTION

The Clinical Navigation and Research Services Data Manager performs objective and advanced level work in an innovative team dedicated to reporting. The Data Manager will be an integral part in the development of the processes and data for all reporting needs for the Clinical Navigation and Research Services Unit across the enterprise. This will include but not limited to the outpatient and inpatient setting both clinical and financial including large projects and division specific initiatives. Using in-depth knowledge of the Epic EMR software, as well as health systems operations and workflow, will work closely with the Epic Application Team, administrators, and clinicians to translate business needs into functional, accurate, timely reports.

Responsible for the integrity of the Enterprise Clarity Data including validation of the data in the Enterprise Clarity Data Warehouse. Reports will include development of standard reports, complex ad-hoc analysis, extractions of data for public reporting, dashboards, and other reporting as needed to support regulatory requirements, quality reporting, business planning, performance measurement, decision making processes and general business information needs.Demonstrates a high level of clinical judgment, technical skills, creativity, organizational and project management abilities. Advanced mastery of the Clarity Data Model and several reporting tools such as Crystal standard query language (SQL), Crystal Reports, Reporting Workbench, Business Objects, and others as identified will be essential to support ad-hoc and standard report/analysis requests.

Responsible for developing educational materials and training new report writers within Health Systems Decision Support and other decentralized report writers. Explores and implements innovative reporting functionality and report delivery systems to the enterprise. The Analyst is charged with providing expert analytic services and report generation to all levels of management within UC San Diego Heath System. Leads large, complex, enterprise-wide projects for implementations, new reporting functionality, and will develop reporting tools to define complications, outcomes.

The Clinical Navigation and Research Services Data Manager is a technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas; problem-solving frequently requires analysis of unique issues/problems without precedent and/or structure. May manage programs that include formulating strategies and administering policies, processes, and resources; functions with a high degree of autonomy.

MINIMUM QUALIFICATIONS

  • Nine (9) years of programming experience in SQL or comparable programming language, and/or equivalent experience/training OR a Bachelor’s degree in Health Information, Statistics, or Computer Science PLUS five (5) years of programming experience in SQL or another comparable programming language. Experience in a large, complex healthcare environment is highly preferred.

  • Broadly encompassing or highly In-depth knowledge of 1-2 areas of focus in clinical applications specialty area(s). Knowledge of operations, systems and functions, including planning, design, development, implementation, user support and training, maintenance, quality assurance, and system testing and evaluation.

  • Advanced knowledge of analytical techniques and advanced knowledge of SQL or other structured languages, including querying, cleansing, and manipulating large data sets.

  • Web Application Design and Development experience. Proven ability in workflow and data analysis and design techniques, including needs assessment, specification development, quantitative methods, planning analysis.

  • Ability to apply advanced problem-resolution skills to highly complex issues, quickly diagnose problems, and develop, test, and implement appropriate and effective solutions in a timely manner.

  • Effective interpersonal communication skills to effectively train, support, and collaborate productively with clinical users and key stakeholders at all professional and technical levels.
    Advanced organizational and project management skills, and ability to lead a team, prioritize tasks, and see projects through from inception to completion on schedule.

  • Excellent written and verbal communications skills, to convey highly-technical information and instructions to all levels of clinical users and staff in a specific, clear, and concise manner.

  • Advanced analytical skills and expertise in documentation and reporting, with the ability to apply metrics, plan and implement testing systems, collect and analyze performance data, and produce substantive reports and analyses for management use.

  • Proven ability to serve as a technical leader and information resource and to work collaboratively with key personnel and management, providing guidance and recommendations on systems, improvements, upgrades, and industry advances and trends.

PREFERRED QUALIFICATIONS

  • Experience within a large-scale complex healthcare organization.
  • Epic EMR experience.
  • Relevant Epic Certifications.
  • Clarity Data Model - EpicCare Inpatient Certification preferred.
  • Experience using .NET developer platform.
  • Change Management Process experience.
  • Master’s degree in Health Information, Statistics, or Computer Science.
  • Experience in research and clinical data systems and project management.
  • Experience in database management systems, design, mapping, data modeling, and statistical analysis.

Pay Transparency Act

Annual Full Pay Range: $78,900 - $179,900 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $37.79 - $86.16

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
