DESCRIPTION

The Altman Clinical and Translational Research Institute (ACTRI) an organized research unit at UCSD, was established to provide education, training and infrastructure for clinical research in the San Diego area. It encompasses four hospital systems, two universities and four biomedical research organizations. It receives partial funding from a Clinical and Translational Science Award (CTSA) from the NIH, National Center for Advancing Translational Science. The ACTRI functions under the direction of Gary S. Firestein, M.D., Director, and Senior Associate Vice Chancellor Health Sciences at UC San Diego.

Under the supervision of the R.N. Clinical Manager, the Clinic Operations Manager will serve as the primary supervisor/manager to ensure operational functionality of the ACTRI clinic as a state-of-the-art clinical and research resource for the UCSD community. Incumbent will lead the planning and management of the site's recharge operations, Epic systems, existing portfolio of IT systems, staff administrative supervision, personnel management and equipment and facilities.

Formulate, propose, and implement key metric goals (volume, cycle times, portfolio), policies, and procedures to meet the mission and objectives of the ACTRI and Center for Clinical Research. Manage and implement internal controls to ensure operations are in compliance with University policies and standards, external agency requirements, and State and Federal law, through a deep understanding of clinical research/trials processes.

Supervises clinic operations, spanning multiple investigators, departments and / or practices. Manage clinic staff personnel focused on technical systems, administration, and project management execution. Participate in hiring, training, performance appraisals, conflict mediation and disciplinary actions process. Also, the Clinical Operations Manager will assist Finance Director in developing, planning, organizing, directing, coordinating, and administering resources and management systems.

Lead administrative areas of the clinic operations, such as research revenue management, finance systems and procedures, new systems implementation for billing, scheduling and clinical activities documentation such as the Epic for Research transition, facilities and safety procedures, registration, new research subject coordination, scheduling, medical records storage and maintenance. The incumbent will be responsible for the identification, on-boarding and training of all the new non-nursing technical hires.

Supervises clinic operations, typically spanning multiple providers, clinics and / or practices. Subordinates include staff involved with professional operational functions. Oversight of administrative areas such as practice revenue management, billing systems and procedures, facilities and safety procedures, registration, new patient coordination, scheduling, medical records storage and maintenance, insurance authorizations. May also supervise patient support staff such as medical assistants or LVNs, in coordination with the nursing lead.

MINIMUM QUALIFICATIONS

  • Nine years of related experience, education/training, OR an Bachelor’s degree in related area plus five years of related experience/training.

  • Demonstrated supervisory and organizational skills to effectively supervise staff and to manage the complex workflow and multiple priorities involved with clinic / center administration.

  • Strong knowledge of practice operations, patient-scheduling systems, medical and insurance terminology, applicable information systems, patient service standards, and regulatory requirement and best practices.

  • Strong knowledge of human resources management policies, with the ability to train, monitor, evaluate, and document human resources issues and performance, and to participate in decision-making on human resources matters.

  • Strong analytical and critical thinking skills, with the ability to quickly analyze problems, determine appropriate level of intervention, and develop and apply effective solutions.

  • Strong interpersonal skills for effective collaborations with all levels of management and staff, consultants, and outside agencies.

  • Strong written and verbal communications skills, with the ability to train and mentor subordinates, to convey complex administrative, clinical, and technical information in a clear and concise manner, and to prepare and present a variety of reports, documentation, analyses, and project proposals.

  • Strong knowledge of business software and specialized applications and data management systems used in clinic / center operations.
