DESCRIPTION

The Incumbent serves as the Chief Administrative Officer (CAO) and principal adviser to the Director of Calit2/QI, one of the largest and most unique ORUs in the UC System with a strong interdisciplinary, cutting-edge research portfolio.

The CAO is responsible for the overall leadership, strategic planning, implementation and management of all administrative activities in the unit. Key areas managed are (1) Budget, Finance, Departmental C&G Admin and Reporting; (2) Human Resources and Payroll; (3) Space and Facilities management; and (4) Administrative Assistance to PIs and research groups. Serves as the Business Officer and member of the Executive Council that is responsible for overall strategic management of Calit2/QI. Provides liaison between the unit and other campus units, University administration, and external entities.

The Chief Administrative Officer exercises maximum initiative, creativity and leadership within the parameters of the Unit and University policies and regulations to accomplish the goals and objectives of the Unit.

QUALIFICATIONS

  • Bachelor's degree in related area and / or equivalent experience / training.

  • Broad knowledge of the organization's processes, protocols and procedures with a focus on budget, account and fund management and / or personnel management under labor contract(s) and personnel policy.

  • Broad knowledge of financial analysis and reporting techniques; human resources and risk management planning; and / or accounting and payroll.

  • Broad knowledge and experience in space and facilities management including: needs analysis, funding, design, construction and renovation of buildings and labs.

  • Skills in organization and customer service to effectively manage multiple important priorities. Proven ability to organize department work functions in an efficient and effective manner.

  • Strong communication and interpersonal skills to communicate effectively with all levels of staff verbally and in writing.

  • Broad knowledge of common organization-specific and other computer application programs.

  • Proven skills to quickly evaluate complex issues and identify multiple options for resolution.

  • Demonstrated management and conflict resolution skills to effectively lead and motivate others.

  • Experience in the planning, development and management of complex and high dollar volume financial operations involving fund accounting, self-supporting activities, capital budgets, operating budgets, financial analysis, financial reporting, long-range financial planning, and internal financial and audit controls.

  • Experience managing, supervising and motivating a group of technical and administrative staff. Ability to maintain good morale and maintain productivity. Knowledge of team dynamics, ability to work in a team setting.

  • Proven experience to pro-actively problem solve, take the initiative and use investigative and research skills and resources to develop and implement creative solutions.

  • Experience working with a high-level research, academic, or similar commercial management team in the formulation and communication of enterprise-level strategy that encompasses academic, research, operational and financial objectives.
