DESCRIPTION

POSITION OVERVIEW

The Cash and Merchant Services Manager serves as the Cash Operations, Audit & PCI Compliance Manager in Financial Operations ---a division of Business & Financial Services (BFS). This team administers bank accounts, the payment card program which enables departments to accept credit and debit cards for payment of goods and services, prepares and reconciles federal cash draws, and works with departments to ensure compliance with the Payment Card Industry Data Security Standard and with federal and state laws related to privacy for customer data and identity theft prevention.

This position is responsible for providing subject matter expertise in the area of audit, PCI compliance, cash management including but not limited to federal cash draws and bank account administration and reconciliations. The incumbent is responsible for leading and coordinating internal and external audits for the division, and serves as the control point and campus coordinator for functions related to accounting for cash, federal draw downs, and banking activity. This position works with diverse groups including external parties (i.e. banks), key administrative offices at University of California Office of the President (UCOP), other UC campuses and UC San Diego departments/units. Incumbent ensures adequacy of accounting cash control processes, including bank accounts reconciliation, petty cash, change funds and undistributed cash account reconciliation. Designs procedures and supervises the monitoring and appropriation of funds received. Develops and implements automated systems to facilitate the processing of accounting information, analysis and reporting.

  • Effort outside of the normal 40 hour workweek may occasionally be required.

NOTE: Salary placement is determined by the top candidate’s overall qualifications/relevant experience, market data and internal equity.

QUALIFICATIONS

  • Demonstrated in-depth knowledge of accounting principles (including GAAP& GASB Accounting), theory and practice, and knowledge and experience in applying fund accounting principles.

  • Demonstrated supervisory experience, performance management, organizational administration and strategic planning

  • Experience analyzing and summarizing complex accounting data, perform complex reconciliations, resolve complex accounting problems, prepare financial statements

  • Experience with account reconciliation with ability to recognize potential problematic areas and resolve same.

  • Advance experience using financial transactions and systems, as well as related policy, accounting, and unique regulatory compliance requirements.

  • Proven knowledge of financial software tools to quantify and illustrate routine financial reports, statements, and/or projections.

  • Experience applying knowledge of automated accounting systems to resolve problems, recommend improvements and develop new systems and processes.

  • Advanced proficiency in Microsoft software applications (Excel, Word, PowerPoint, Outlook etc.).

  • Comprehensive knowledge of audit and internal control standards; demonstrated experience in applying standards to cash management practices.

  • Excellent interpersonal, verbal and written communication skills.

PREFERRED QUALIFICATIONS

  • Bachelor's Degree in Accounting or Finance and six (6) years of professional level accounting or auditing experience; or equivalent combination of education and experience.

  • Advanced Degree and/or Certified Public Accountant (CPA) license

  • Knowledge and demonstrated experience in Oracle Financial Cloud (OFC) platform.

SPECIAL CONDITIONS

Pay Transparency Act

Annual Full Pay Range: $63,400 - $142,800 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $30.36 - $68.39

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
