DESCRIPTION
This position serves as a subject matter expert in the area of Business Continuity and Emergency Management. Under general direction of the Director of the Department of Emergency Management, the manager is responsible for collaboratively developing business (mission) continuity plans along with disaster/emergency management plans and procedures for UC San Diego Health departments. This position works to identify areas of operations that are vulnerable to disruption, address those vulnerabilities where possible to increase operational resiliency and to develop approaches and plans to assure business continuity during emergencies and disasters.
The incumbent will oversee all aspects of the Business Continuity Program, and collaborate at the department, medical center, and system-wide level with leadership to establish plans to ensure the continuity of operations in all facets of healthcare delivery. This is a grant-funded position and requires utilization of the UC Ready Fusion Software tool to initiate planning processes and track program metrics.
While the primary responsibility of the role is business continuity, additional responsibilities includes assisting with developing or maintaining the Business Continuity Policy, Emergency Operation Plan, and other relevant policies and procedures. The manager will participate trainings, drills and exercise development and coordination will be based on the Hazard Vulnerability Analysis, previous improvement plans and staff or departmental requests.
Essential Functions
Work with stakeholders to develop and maintain business continuity plans that include policy and procedures, through the web-based business continuity-planning tool "UC Ready".
Facilitate the development of Department Emergency Operations Plans (DEOP’s) and incorporate into UC Ready. Ensures DEOP’s addresses the needs of the health system and are in alignment with the Business Continuity policy and Emergency Operations Plan (EOP).
Provides guidance to department managers to ensure continuity plans comply with Health system, federal, state, regulatory and accreditation business continuity and emergency management requirements.
Serve as the "UC Ready" (Business Continuity) application administrator for the health system, managing user accounts and setting up system tables, along with any other necessary updates.
Train stakeholders in the use of the web-based planning tool (UC Ready); troubleshoot and resolve any problems that clients report when using the tool.
Design, develop, coordinate and conduct site specific and targeted training regarding the Business Continuity policy, in alignment with the Emergency Operation Plan.
Assist in the planning, coordination and execution of emergency drills, functional exercises and full-scale exercises for all offsite locations in accordance with The Joint Commission standards and the Homeland Security Exercise and Evaluation Program.
Participate with external partners, task forces, committees and agencies regarding emergency management including those at the hospital, local, regional, state and federal levels.
MINIMUM QUALIFICATIONS
Bachelor’s degree from accredited college or university with a major related to healthcare, public health, public law, safety or closely related subjects inclusive of fire science, law enforcement or military and a minimum of three (3) years progressively responsible and directly related job experience in business continuity and emergency management experience in a healthcare environment OR seven (7) years related education/experience.
Must have valid California Driver’s License and acceptable driving record.
Ability to participate on a rotating basis as the weekly on-call Emergency Manager, with the ability to report to either the La Jolla or Hillcrest Command Center’s within 60 minutes of an activation.
Requires excellent oral and written communication skills necessary to communicate the intent of business continuity plans and emergency management concepts to diverse audiences.
Background in hospital, clinics or EMS with experience using critical thinking and decision making skills in a clinical environment in order to apply business continuity and emergency management theory and practice.
FEMA Independent Study Program (ISP) Certifications:
- ICS 100, 200, 700 and 800 and;
- IS 1: Emergency Management and Orientation to the Position. This was retired without a replacement, but will be continue to be honored as a valid certification. IS 230B is NOT its replacement.
- IS-120.a - An Introduction to Exercises.
- IS-139 - Exercise Design. Honored as a valid certification. Preferred certification.
- IS-235.a - Emergency Planning.
- IS- 546. - honored as a valid certification if completed since 2019 OR E/L/K 1300 Introduction to Continuity of Operations.
- IS-547.a - honored as a valid certification if completed since 2019 OR E/L/K 1300 Introduction to Continuity of Operations
- IS-548 - Continuity of Operations (COOP) Program Manager. This course has been renumbered as E/L/K 1301 Continuity Planning. Honored as a valid certification if completed since 2019.
Proven experience actively serving in a Hospital Command Center activation either for exercises or real events.
Strong teaching/training skills, curriculum development, and evidence-based research.
Proficient computer skills with proficiency in MS Office Suite, and SharePoint for website management.
PREFERRED QUALIFICATIONS
- Homeland Security Exercise and Evaluation Program (HSEEP).
- DECON training for Healthcare First Receivers.
- Knowledge about CDPH, Cal OSHA, TJC, CMS and other regulatory requirements and laws related to emergency management in healthcare environments.
SPECIAL CONDITIONS
- Must be able to work various hours and locations based on business needs.
- This position requires flexibility to orient and work at all UC San Diego Health locations.
- Ability to be available to report for duty on a 24 hour a day basis when needed
- Employment is subject to a criminal background check and pre-employment physical.
Pay Transparency Act
Annual Full Pay Range: $59,700 - $124,300 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $28.59 - $59.53
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
