DESCRIPTION

Under direction of the Associate Director Capital Planning, the Associate Capital Planner provides analysis and coordination in support of Capital Improvement Programs, including General Campus, Marine Sciences, Health Sciences, and Health System projects. Coordinates project approval documentation for all Minor Capital Improvement Projects and some major Capital Improvement Projects. Advises General Campus, Health Sciences, Health System, and SIO colleagues on appropriate project initiation, planning, funding, and approval processes. Serves as Capital Planning representative on Building Advisory Committees and project Work Groups to advise the planning and programming for new facilities and major renovations. If required, participate in the preparation of Business Case Analyses for submission to the Chancellor and Office of the President that include project objectives, qualitative and quantitative comparison of alternatives considered, decision factors specific to an individual project, and analysis regarding the reasons a particular solution is chosen.

Determines need to establish Project Portfolio Management (PPM) accounts for capital improvement projects and deferred maintenance projects, analyzes fund source validity, and verifies project funding commitments. Develops financial documentation for capital projects, including campus-wide funds requests, budget amendment requests, fund transfers, fund substitutions, return of funds, and gift fund requests. Assists with data management and reporting for capital planning projects for a wide-range of needs. Facilitates discussion, analysis, and decision-making among departments regarding space programming and funding. Working with the Principal Campus Space Planner, supports space planning as needed. Position assists with space utilization analyses that support space management recommendations. Uses the Facilities Information Management (TRIRIGA) system to support space program justifications. Under direction from Associate Director and Principal Campus Space Planner, supports space planning processes internal and external to VC Resource Management and Planning related to facilities data.

The Associate Capital Planner uses skills as a seasoned, experienced planning professional with a full understanding of industry practices and organization policies and procedures and full range of planning skills and expertise to resolve a wide range of issues. Demonstrates good judgment in selecting methods and techniques for obtaining solutions.

QUALIFICATIONS

  • Graduation from college in architecture, planning, education or allied field and relevant progressive professional experience preferably in a large scale, college or university environment, or an equivalent combination of experience/training.

  • Thorough working knowledge and skill in city planning, architecture, or other planning-related fields. Demonstrated experience with educational facility planning, space utilization, and capital funding mechanisms. Knowledge of terminology and concepts employed in capital planning and space utilization.

  • In depth working knowledge of planning and analysis concepts. Strong analytical skills. Demonstrated ability to work with detail both conceptually and numerically.

  • Demonstrated experience in interpreting policies, designing processes, performing research and evaluating resource implications leading to effective strategic planning.

  • Strong quantitative skills, including complex spreadsheets. Demonstrated ability to develop, maintain, query, and manipulate database systems and spreadsheets for the purpose of data analysis and reporting. Ability to effectively utilize word processing and spreadsheet software and prepare effective presentation graphics.

  • Skill in digesting and summarizing a variety of written materials.

  • Demonstrated ability to convene and lead meetings to disseminate information and gather and verify data.

  • Strong organizational skills. Skill at organizing work and ability to work independently under pressure in a fast paced environment with changing priorities and deadlines. Ability to think creatively and independently.

  • Strong written, verbal and interpersonal communication skills, including political acumen. Strong ability to clearly communicate effectively and present information verbally and in writing to a broad variety of people, including management and technical personnel. Detailed knowledge and skill in writing, including use of proper formats, clarity, and language usage and style in preparing a broad variety of written materials.

  • Strong ability to employ interpersonal skills in situations calling for tact and diplomacy and successfully establish and maintain positive and goal-oriented working relationships with a diverse population. Ability to work with diverse groups, provide leadership, goal setting, determine project priorities and deadlines, and motivate colleagues and members of committees and workgroups.
