The Academic Resource Center (ARC) was established as a centralized business service center to provide Health Sciences departments with efficient standardized transactional support services for faculty, academics, scholars, and department liaisons in the areas of recruitment, appointment, academic reviews, personnel administration, and compensation. ARC's goal is to provide expert, timely, and accurate service and advice in support of the UC San Diego Health Science's mission of groundbreaking research, inspired teaching, and outstanding clinical care. Under the direction of the Operations Manager and Director, the ARC Payroll Supervisor will be independently responsible for providing day-to-day guidance and work direction of all aspects of the Faculty, Academic, Postdoc, Visiting Scholar/Grad Student, Housetaff/Resident, and MSP Staff Physician (compensation & timekeeping) for SOM, SSPPS, SPH clients. Requires high level of tact, the ability to act swiftly and accurately when handling high-profile and/or sensitive matters. Conducts in-depth analysis on complex cases and makes recommendations based on policy interpretations that mirror past practice and recognize possible precedent setting situations.
Serves as Health Sciences expert in compensation & timekeeping policies, procedures and past practice that best informs future action and recommendations to clients. Provides training to ARC analysts responsible for salary and timekeeping administration (Faculty, Academic, Postdoc, Visiting Scholar/Grad Student, Housetaff/Resident, and MSP Staff Physician). Provides consultative services and acts as liaison between the VC and Department Business Offices, faculty, payroll, VA, Division Administrators, division staff, and other internal/external offices. Establishes and maintains professional relationships with stakeholders at central offices (includes UCPath, Central Payroll, OGME, APS, Graduate Division, HR).
Participates in the salary negotiation process, gathering and analyzing data, preparing reports, and making recommendations to DBOs and Chairs. Independently implements all salaries, reviews funding sources, performs leave reporting and all other items/issues related to the compensation for the populations that ARC managed. Responsible for developing timelines, managing workflow and deadlines for the team to ensure timely implementation of all salary processes (Faculty, Academic, Postdoc, Visiting Scholar/Grad Student, Housetaff/Resident, and MSP Staff Physician) throughout the fiscal year. Responsible for the short and long term planning, policy and program development, workflow assessment, and make recommendations to improve business processes and efficiency for the team, recognizing impact to clients.
Monitors University policy, contract negotiations, and system or procedure changes (UCPath, Ecotime, ESR, etc.) to assess impact to current processes, recommends internal updates/solutions to ensure best practice and efficiency, and informs team. Performs complex ad hoc reporting and conducts audit, analysis, and resolution of the academic, scholar and MSP staff physician payroll and timekeeping actions for the team and expected to use existing resources to streamline and consolidate the process where possible, and in light of enterprise-level initiatives impacting our operations.
Audits case communication, client interactions, turnaround times, etc. Helps with escalations and incidents. Drafts sample correspondence, quick messages, templates, training materials and standard operating procedures for general consumption in ARC. Ensures content contained on the ARC website is up to date and accurate.
Seven (7) years of related experience, education/training, OR a Bachelor’s degree in related area plus three (3) years of related experience/training.
Requires thorough knowledge of and ability to apply / interpret organization and college policies and procedures which govern academic HR. Demonstrated thorough knowledge and experience with the Health Sciences Compensation Plan, UC, School of Medicine, and UCSD Medical Center policies, procedures, and organizational structure and how they relate to academic salary functions. Knowledge of academic benefits policies and procedures.
Excellent critical and innovative thinking to address moderately complex issues and present nuanced analyses. Proven leadership skills with the ability to act independently and exercise sound judgment, with the acumen and sensitivity to identify those decisions and activities which require confidentiality and/or higher level consultation and/or group collaboration.
Ability to analyze complex management issues, develop project scope and solutions, give professional advice to senior officials, and make critical decisions regarding personnel.
Strong leadership skills to manage conflict resolution, problem solving, team building, and organizational development. Demonstrated experience in providing day-to-day staff work direction.
Proven ability to independently design, develop, implement, and deliver departmental and unit curriculum, trainings, and workshops for faculty and staff. Thorough knowledge and ability to conduct needs assessment to identify training priorities and develop strategies; develop, coordinate, and administer a wide range of in-house training activities and instructional programs to meet the identified needs.
Extensive data management experience (spreadsheets). Must rapidly and accurately manage multiple databases. Ability to comprehend, process, and manipulate large amounts of data using Excel and database software to generate data reports for reporting purposes and audits.

Demonstrated thorough fiscal/accounting skills: extensive experience with budget preparation; ability to comprehend and process large amounts of data, and to prepare accurate financial reports in appropriate formats; demonstrated skill in preparing expensive/income projections and in reconciling account balances with ledger.
Knowledge of trends in academia, especially in areas of academic planning, human resource management and administration.
Thorough knowledge of systemwide and organization policies, union contracts, procedures and practices that govern academic HR administration.
Thorough knowledge of organization and college goals, priorities and values and the legal and human implications of decisions.
Demonstrated thorough knowledge and experience using information technology systems to include word-processing systems, database systems, and email systems.

Pay Transparency Act Full Salary Range: $59,700 - $124,300 Annually
The University of California, San Diego is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is defined as the Full Pay Range. The budgeted salary or hourly range that the University reasonably expects to pay for this position defined as the Expected Pay Scale. Placement within the Expected Pay Scale is determined by internal equity, relevant qualifications, and collective bargaining agreements (when applicable).
