DESCRIPTION

In collaboration with the Chief Administrative Officer and Clinical Directors of UC San Diego Health, the Administrative Director, Neurosciences coordinates all operational activities related to providing efficient quality care for the Department of Neurosciences. Areas of direct supervision include the department strategy, physician group/medical center budgets, ambulatory clinics, clinical program oversight, affiliation/call agreements, and program development.

Clinical Operations ManagementThe Director ensures physicians and staff have the processes, supplies and technology necessary to deliver the highest quality patient-centered clinical care every day.

* Performance metrics are established, tracked and shared with physicians and staff on a regular basis to improve clinical services and celebrate successes
* Works with managers to determine staffing, supplies, equipment and other resources necessary to establish and maintain top quality clinical programs and patient care services
* Hires high performing team members, trains appropriately and coaches to achieve optimal results
* Ensures staff are properly licensed, credentialed and trained to provide excellent clinical care with an emphasis on outstanding customer service
* Ensures patients are scheduled in a timely and efficient manner by service-oriented staff utilizing existing technology to the fullest extent possible
* Ensures policies and procedures are up to date, develops new ones as necessary
* Ensures work flow is efficient and cost-effective. Actively works to eliminate waste
* Ensures compliance with federal, state and local regulations for patient care and represents Neurosciences during regulatory surveys and licensing visits
* Fosters trusted working relationships with other managers throughout the organization
* Collaborates with the Clinical Council and Quality Council Groups to understand and improve clinical quality metrics whenever possible
* Partners with the medical directors to achieve annual quality, growth and cost objectives
* With IT department, oversees the performance and effectiveness of information technologies: including implementation and optimization of EPIC work streams for clinical documentation, billing, and all other related workflows
* Participates in the analysis and development of new and existing technologies
* Through associations with national organizations and other UC medical centers, keeps up to date on trends in care delivery
* Monitors patient satisfaction identifies opportunities for improvement, leads improvement teams, and celebrates successes
* Participates in quality initiatives in collaboration with the Medical Directors
* Assists the CAO and Department Leadership in the development of new program business plans, analyzes the financial performance of various program elements, determining the impact of new and existing programs on both the UCSD portfolio and health system planning for current and future use of space
* Develops and evaluates new program business plans to ensure accuracy and thoroughness of volume projections, space needs and inputs

Financial Management
The Director ensures that patient revenue is captured appropriately and care is delivered in a cost effective manner across the service line.

* Ensures the proper and efficient utilization of assets including equipment, supplies and facilities across the service line (i.e., includes inpatient and outpatient units)
* In conjunction with Supply Chain management, ensures cost-competitive acquisition of supplies and other resources required for the provision of patient care services across the service line
* Clinical units are appropriately staffed utilizing industry benchmarks and productivity ratios as guidelines
* Collaborates with Revenue Cycle team to ensure that charge master and codes are up to date, denials are kept to industry standard levels and patients are properly registered and authorized for treatment
* Regularly benchmarks MSDRG financial performance and clinical unit specific productivity and costs to assess reasonableness
* Supports the Contracting Department during annual rate negotiations and requests for cash pricing
* Develops annual capital and operating budgets in conjunction with the managers and medical directors
* Manages finances on a monthly basis, including budget variance analyses and development of action plans to stay at or below budget
* Leads efforts in reviewing organizational structure and suggesting new models of restructuring resources available to deliver patient care

Strategy/Program Development
The Director partners with the organizational strategy team and department leadership to define and articulate the departmental strategy aligned with the health system overall strategy plan.

* Ensures key milestones of the department strategy are moving forward
* Works with strategy managers, decision support, and departmental leadership to develop solid business cases and business plans for new programs or investments
* Awareness of market influences impacting line of business and develops proactive strategies to keep department at the leading edge of patient care, research, and innovation
* Project management and oversight to effectively launch new programs and initiatives
* Prompt follow up on elements outstanding that may impede timely execution of a key initiative

MINIMUM QUALIFICATIONS

  • Bachelor's degree in business administration or related area and eight or more years of relevant experience; or equivalent combination of experience, education and training.

  • Strong clinical/hospital operations management experience, with progressive expertise in practice management, scheduling, customer-service methods, incident reporting, regulatory compliance, accreditation requirements, information technology, and the policies, principles, best practices, and standards involved with effective clinic administration.

  • Highly organized with the ability to engage in and manage multiple projects simultaneously.

  • Superb communicator with strong interpersonal skills and able to build rapport/liaise with faculty, leadership and staff at all levels.

PREFERRED QUALIFICATIONS

  • Advanced degree in business, health administration or related field.
  • Five or more years of progressive leadership experience in healthcare (manager or higher level)
  • Experience within an academic medical center
  • Neuro Service line leadership experience; including development of comprehensive business plans, programs
  • Experience with Joint Commission Comprehensive Stroke Program Requirements, ALS Centers of Excellence, Level IV Epilepsy Centers, and/or Neuro Critical Care
  • Lean healthcare training/certification.
  • Leads others by setting a positive and performance-driven example
  • Excellent analytical skills and judgment. Data driven and goal-oriented
  • Model of excellence in customer service.
  • Excellent listening skills and desire to learn something new every day

Pay Transparency Act Full Salary Range: $92,600 - $232,200 Annually

The University of California, San Diego is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is defined as the Full Pay Range. The budgeted salary or hourly range that the University reasonably expects to pay for this position defined as the Expected Pay Scale. Placement within the Expected Pay Scale is determined by internal equity, relevant qualifications, and collective bargaining agreements (when applicable).
